This position has full oversight responsibility of departmental Quality Management program as well as oversight of a departmental Quality Improvement (QI) program. That will include working directly with PACS Managers, ADPACS, Imaging Supervisors, as well as lower graded staff. The incumbent provides planning, guidance and oversight of departmental QM program as well as assisting in the long-range planning, daily maintenance and troubleshooting of each imaging modality.

Duties

Duties include but are not limited to: Designs and maintains a quality control program for digital radiographic images to include, but not necessarily be restricted to, evaluation of image quality from modality to viewing monitor. This program will meet the accreditation standards of the American College of Radiology and recommendations by the Joint Commission. Develops methods for the collection and retrieval of information, either obtained manually or through automated processes, to enhance analysis of program related data. Incumbent works with on-site or contract Medical Physicist staff to develop and institute a preventative maintenance program and oversight of the x-ray tube certification programs. Ensures all Joint Commission mandates and Inspector General requirements for departmental quality control is met. Works with Radiation Safety Officer to oversee the Fluoroscopy database, Nexodose or similar dose monitoring solutions, and effectively manages the results according to guidelines created by the Radiation Safety committee. Works with the MRI Safety Committee and manages results according to national guidelines. Develops Quality Control methods and programs to evaluate and monitor the imaging techniques of the technologists in each imaging modality. Ensures that documentation is maintained regarding departmental QC programs on equipment and notifies Radiology management and biomedical engineers if results deviate outside acceptable tolerances. Ensures adequate documentation is maintained on Quality Management systems to ensure trends analysis. Provides impartial data to front line supervisors pertaining to technologist's efficiency and expertise of imaging to aid them in oversight and training of those techs who fall short of established guidelines. Provides first line technical support for image quality or equipment display errors related to modalities, Vista interface, modality display workstations. Effects repairs, when possible, instructs users in proper operation or works around, and initiates and coordinates repair requests with appropriate services or vendors when necessary. When systems fail to respond to established procedures, consults with technical manuals to arrive at a resolution. Investigates system malfunctions to determine the cause. Defines and isolates the specific problem, using available diagnostic and error recovery techniques, and initiates corrective actions. Contacts vendor representatives to determine the cause of problems that do not respond to available problem-solving techniques. Monitors equipment controlling environment and executes emergency procedures in case of natural or man-made disasters and security risk situations. Assists the Chief of Radiology, PACS managers, and Supervisory Technologists in the assessment and procurement of new equipment. Identifies problems, gathers data, performs analysis, and collaborates to propose solutions to problems and barriers for the establishment of an efficient, cost-effective filmless radiology environment. Provides analysis of user needs and recommends appropriate hardware and software solutions. Assists various staff with the design of local software applications. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Diagnostic Radiologic Technologists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-11.Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director, or an assistant chief radiologic technologist. In addition to the experience described above, the candidate must demonstrate all of the following technical Knowledge Skills and Abilities (KSAs): a) Knowledge of all Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Occupational Safety and Health Administration (OSHA), and VA standards regarding radiology quality assurance and other technical functions. b) Ability to train staff on quality assurance and control. c) Knowledge of inventory management systems. d) Knowledge of x-ray and other image-producing machinery in order to design and operate a complete radiology quality assurance program. e) Knowledge of physics and physical properties of CR and DR panels and image production to diagnose difficulties in x-ray machinery and post processing equipment. Preferred Experience: Experience or working knowledge in chairing a committee. Working knowledge of quality assurance analysis, quality control, and performance improvement. Experience with developing quality control methods and programs. Experience independently performing general and specialized diagnostic radiologic procedures. Skilled in using office automation equipment and software.
