The primary purpose of this position is: to serve as a first level supervisor providing planning, direction, organizing, and exercising control over non-supervisory employees as assigned to the 56th fighter Wing Advanced Program Office and several military positions around the installation.
Duties
Duty 1: Plans, organizes, and directs the activities of the Wing Program Security Office, ensuring that Information, Personnel, Physical, Industrial, and Automated Information System functional work areas comply with legal and regulatory requirements and meets customer needs.
Duty 2: Exercises supervisory personnel management responsibilities.
Duty 3: Represents the wing with a variety of installation and functional area organizations.
Duty 4: Implements and administers the physical security program.
Duty 5: Manages the Special Access Industrial Security Program for the Installation as needed.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of Special Access Program security requirements and Information Protection, including information, personnel, industrial, physical, computer, operations, and communications security. Knowledge of required security education and training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of concepts principles and practices of a professional or administrative occupation gained through extended graduate study or experience; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
2. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.
3. Knowledge and ability to manage Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security procedures.
4. Knowledge of required security education and training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
5. Ability to plan, organize work and meet deadlines and ability to communicate effectively, both orally and in writing.
6. Ability to accomplish work that involves a variety of duties that require different and unrelated process applied e of activities or substantial depth of analysis for the purpose of originating new techniques and developing new information.
Other Significant Facts: This position is a designated national security position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
