The Organizational Location of the Position is: Medical Administrative Service, VA North Texas Health Care System (VANTHCS).

Duties

Duties but not limited to: Makes personnel assignments, adjusting schedules to cover frequent absence of personnel on short notice and for ensuring that adequate coverage of assigned wards is always maintained. The effectiveness with which assignments are accomplished has a significant impact on overall mission of the Medical Center. Conducts regular meetings with subordinates for discussions of work problems, adoption of new work methods and in service training. The supervisor reviews appointments, insurance card scanning, pre-registration, encounters, consults, incomplete orders, and patient movement reports, beneficiary travel documents and compensation and pension reports for results achieved, technical soundness, and conformance with applicable regulations, policies and requirements of the Health Care system. Verifies, updates, and confirms current demographic information from Kiosk in VetLink, and use of Veteran Scheduling Enhancement (VSE) and/or Veterans Health Information and Technology Architecture (Vista) software packages-preregistration menu when patient's check-in for their scheduled or unscheduled appointment. Verify submitted information from Kiosk into Vista beneficial travel package to ensure patients are eligible and compensated for mileage according to VHA travel directive. Reviews VSE open request, appointments or consults, for closure. Completes clinic closeout- no actions taken and incomplete check ins during daily reviews. Schedules and encourages participation of employees in various Medical Center training courses. Be responsible for maintaining a continuous training program and teaching classes to keep assigned employees informed of all Medical Administration Service updates. Initiate request for filling vacancies, periodically reviews and updates job description and performance standards. Hold corrective interviews with employees and propose appropriate action, referring only the most serious problems to the Section Chief. Work is evaluated in terms of overall effectiveness in meeting objectives through review of reports emanating from MAS and through observance of efficiency of the section. Qualifications

Basic Requirements: Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy).Experience and Education. Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of this position; OR Education. One year above high school; OR Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Medical Support Assistant GS-08 In addition to the basic requirements for employment listed above, the following experience criteria must be met when determining the grade of candidates. Experience. One year of experience equivalent to the GS-7 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below: Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training in a patient support setting Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. Preferred Experience: Previous Supervisory Experience Previous experience resolving complex issues concerning: Patients, Coworkers, visitors. 1 year of experience conducting briefings, orientations, staff development, and training. Experience conducting performance evaluations for subordinates. Previous Lead MSA, Adv MSA, MSA experience Experience working closely with upper management. Physical Requirements: The work is mostly sedentary and is performed in various office settings at the Emergency Department. Moderate lifting (20lbs. and under); Moderate Carrying (20lbs. and under); Pushing (1-2 hours); Reaching above shoulder; Moderate key boarding (4-6 hours); Walking (up to 3 hours); Standing (up to 3 hours); Repeated bending (up to 1 hour); Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 24" to 36"; Hearing (aid permitted).
