This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service. DHA for Shortage and/or Critical Need Positions. About the Position: Serves as a Police Officer (Instructor) within the Directorate of Operations Protection Division. Position to being recruited as a GS-08 or GS-09 with a full performance level of GS-09.

Duties

As a Police Officer (Instructor), you will perform a full range of police duties as a uniformed Federal Police Officer when not training. Enforce laws, rules, regulations and UCMJ; resolves violations/offenses; and conducts preliminary investigations. Exercises detention authority; searches and detains suspects; takes charge of emergency situations IAW established operations producers. In addition, you will: develop, coordinate and administer in-service law enforcement/Security Guard training and development activities for all Federal Police Officers and Security Guards. Provide advice and assistance to all levels of management concerning determinations of law enforcement training needs; sources of training support; design and presentation of law enforcement/security training; and evaluation of results. Coordinate with installation, local, state, and federal agencies to schedule use of training facilities (such as ranges), equipment, etc. Acts as POC for all law enforcement/security training matters. Responsible for entering and placing purchase requests, credit card orders, and researching products that will support the Directorate. Complete turn-in of excess and inoperable equipment. Liaison with federal, state and local law enforcement as directed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires annual training and re-certification (e.g., aerosol irritants, baton, radar, etc.).
  • This position requires the incumbent to wear a prescribed uniform and maintain a high state of appearance and hygiene.
  • This position requires initial and annual Cardio Pulmonary Resuscitation and first aid recertification.
  • This position requires the incumbent to pass semi-annual weapons qualifications.
  • This position requires qualification for the Individual Reliability Program.
  • This position requires the incumbent to pass an initial and annual Physical Agility Test (PAT).
  • This position requires the incumbent to graduate from a U.S. Army Military Police School (USAMPS) accredited academy or have a waiver and complete the Field Training Officer (FTO) Program.

Specialized Experience for the GS-08: One year of specialized experience that includes: 1) Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a fulltime police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills; and 2) experience in assisting with presenting/briefing training for police and/or security courses and 3) assigned to unit for local or federal police and/or security type work assisting in the development of training/lesson plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-07) Specialized Experience for the GS-09: One year of specialized experience that includes: 1) Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a fulltime police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills; and 2) experience presenting/briefing training police and/or security courses; and 3) assigned to unit for local or federal police and/or security type work developing training/lesson plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-08). Experience being a certified instructor in areas of Cardio Pulmonary Resuscitation (CPR) or TASER is recommended. You will be evaluated on the basis of your level of competency in the following areas: Salary range for grades: GS-08 - $61,333 to $79,731 per annum GS-09 - $67,743 to $88,065 per annum
