The incumbent serves as a Management and Program Analyst at the Memphis VA Medical Center who is ultimately responsible for providing healthcare analytic project improvements for area of assignment. The incumbent is responsible for the effectiveness of the healthcare process and maximum utilization of VA resources for Veteran patients.
Duties
The incumbent is responsible for analyzing all areas of workflow and efficiency related to access in assigned areas. Once an area has been identified as being deficient or not meeting established goals, the incumbent has delegated authority and freedom of action to create an action plan which will identify problem, provide workable solution, and presents work plan to GPM. Incumbent is responsible for providing information on all aspects of the action plan to facility leadership to outline the direction for the planning, development and management of clinic operations and access to care in area of assignment. The incumbent makes decisions and determinations based on available data, leadership inquiries and stakeholder outcomes for patient. Other duties include but are not limited to:
Responsible for analyzing all areas of workflow and efficiency related to access in assigned areas, providing information on all aspects of the action plan to facility leadership to outline the direction for the planning, development and management of clinic operations and access to care in area of assignment.
Coordinate with call center staff to amend or update target goals.
Review daily data bases to document, review and address efficiency gaps.
Coordinate with facility staff to ensure all areas of care are provided in a timely manner to all patients.
Provides recommendations and solutions to resolve discrepancies and errors for improving access of care to Veterans
Performs data analysis, data mining and reporting, and program development for designated content areas and facility assignment using information obtained from the local, VISN, regional, and national level databases.
Responsible for developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods and procedures, organization, manpower utilization, information and documentation systems, and/or similar functions of management impacting the areas of assignment.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of a patient care systems in meeting established goals and objectives for area of assignment.
Maintain a project tracking system for assigned or self-initiated projects which includes change control, documentation and notification of all aspects of the assigned project to key stakeholders in a timely manner.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience GS-09: For the GS-09 position you must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include, but not limited to:
Coordinate, plan and analyze program goals and objectives
Provide guidance and recommendations for the effectiveness and efficiency of programs
Monitor, implement and evaluate program standards and criteria
Implement and maintain strategies; track, develop and maintain reports. OR,
Education: Substitution of a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J/D., if related (transcripts required).OR,
Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals beyond the first year (transcripts required).
Specialized Experience GS-11: For the GS-11 position you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include but are not limited to:
Responsibility for database management software for analysis
Reports and managing activities
Demonstrating work experience using techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs
Tracking and analysis of assigned program areas
Analyzing and preparing program status reports for internal and external use at all levels; planning, scheduling, and conducting studies/surveys
Utilizing computer techniques for statistical purposes; and managing information systems. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher-level graduate education leading to such a degree, or, LL.M., if related to knowledge, skills, and abilities of the position. (Transcripts Required) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.
Specialized Experience GS 12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Experience applying analytical and evaluative techniques in various types of studies and interpreting results
Experience with data management and collection
Experience utilizing software and computer programs for creating reports, presentations, and other documents used to convey interpretations and recommendations
Analyzing and coordinating management initiatives
Preparing presentations and presenting recommendations to executive leadership; performing data analysis, data mining and reporting; experience reviewing daily databases for changes in outcomes.
Conducting analysis of data in support of improvements in organizational structure, collaborated with leadership and management to ensure improvements to processes.
Education: There is no educational substitution at this grade level.

Physical Requirements: The work is sedentary. Typically, the incumbent may sit comfortably to perform work of the position. However, there may be some walking, bending, standing, carrying of light items such as papers and books. No special physical demands are required to do the work.
