This position is located at the VA Illiana Health Care System (VAIHCS - 550), and organizationally aligned to Care in the Community. The primary purpose of this position is responsible for providing assistance to the administrative management of CITC Service. The incumbent functions as an assistant to the administrative officer CITC.

Duties

Assists in planning, organizing, coordinating, implementing, directing, integrating, and evaluating clinical and program elements in CITC. Assists the AO with visitors and telephone calls which include contacts with facility leadership, service chiefs, congressional representatives, state and local officials, community partners, other federal agencies, veterans, and medical center staff based on the nature of the calls or business of the visitors, with little guidance determines which can be answered personally and which require the Chief CITC's attention or should be referred to the appropriate service. Assists with timekeeping for the Care in the Community T & L, and trains alternates as necessary. Posts, examines, computes and balances hours on time and leave records for Title 5 and Title 38 employees affected by different pay and leave systems. Answers questions on leave regulations, procedures, and balances. Responsible for the accuracy of the authorization documents which affect the priority of pay as well as the accuracy of timecard record keeping. Monitors Overtime, Comp Time, Family Leave etc. Initiates VATAS submission for changes in Tour of Duty as needed. Uses an electronic calendar, database, or spreadsheet software to document employee leave schedules and to commit the Chief's time for appointments and meetings; transmits and receives documents and messages electronically. Maintains office supplies and equipment for Care in the Community. Prepares graphics, photos/slides, creates tables and graphs based on statistical data for CITC staff for use in presentations at meetings, workshops, and conferences. Develops and implements new systems or administrative processes to meet Unit needs (e.g., Administrative Office Procedures Handbook, files maintenance, tracking systems etc.) Identifies, restructures and recommends ways of eliminating, combining, simplifying or improving administrative and clerical office procedures and processes. Provides TMS training and advisory services to the Care in the Community staff in all program administrative procedures ensuring compliance with regulations. Acts as backup for Travel requests, preparing travel requests and vouchers for travel. . Establishes and maintains all necessary files and disposes of record material in accordance with VA regulations. All other duties as assigned. Work Schedule: 7:30 am to 4:00 pm, Monday to Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of VetPro polices; Skill to communicate orally technical information to a diver group of individuals; Skill in medical terminology to assure competence/appropriateness of credentials requested; Skill to communicate in writing to prepare emails, letters, and reports; Skill in using software applications; Skill to analyze applications, documents, files, and other materials; Skill to manage multiple projects and priorities and meet deadlines. You will be rated on the following Competencies for this position: AdaptabilityCommunicationComputer SkillsCustomer Service (Clerical/Technical)Self-Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with some walking to other areas of the medical center. There are no special physical qualifications, but the position involves carrying light items such as binders, reports, and files.
