About the Position: This Security Specialist position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), Operations Division, located in Aberdeen Proving Ground, MD.
Duties
Administers security programs involving planning, developing, implementing, managing, maintaining, and executing the program in the areas of Physical Security, Personnel Security, Information Security, Operations Security and Industrial Security.
Develops and recommends personnel security policies, directives, and implements PERSEC guidance to ensure compliance with regulatory guidance.
Provide authoritative information and assistance to organization officials by: advising on personnel security policies and related matters and on the impact of personnel security requirements on organizational missions.
Organizational expert on assigned physical security program elements and projects.
Ensures command implementation of directives, regulations, plans, and policies through review of reports.
Conducts appropriate vulnerability/risk assessments and surveys to determine physical security requirements and determines methods to fulfill them.
Implements the organization’s OPSEC Program establishing OPSEC objectives, policies, and procedures by interpreting higher headquarters/installation OPSEC policies and ensuring OPSEC measures conform to higher headquarters/ installation measures.
Manages the classification management program including coordinating security classification guidance, declassification reviews, and security education and training for the command.
Provides oversight of the industrial security program for numerous facility locations that have different complex security systems and programs.
Provides technical guidance on industrial security matters to contract and technical monitors throughout the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- Business travel required up to 20% of the time.
- Selectee must be able to obtain and maintain a Top Secret security clearance.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Development and implementation of security policies for an organization and 2) Manage classified facilities and security operations; 3) Implement security procedures for an organization; and 4) Identifying and resolving complex issues related to the functional resources for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
