The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over supervisory/nonsupervisory employees assigned to 9th Reconnaissance Wing (ACC), 9th Mission Support Group, and Support Division/Communications Support Branch.

Duties

Plans, organizes, and directs the activities of Technical Control Facility (TCF), ensuring that long-haul communications complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 9th Missions Support Group/Support Division with a variety of installation and functional area organizations. Serves as a technical advisor.

  • The employee may be required to work overtime on an emergency basis and in support of base operations or contingencies (exercise and real-world); recall to duty may be a requirement of this position.
  • Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Will be required to carry a duty phone for on-call support with a 45-minute response time.
  • This position is designated as a Key Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for the GS-0392, General Telecommunications Series. SPECIALIZED EXPERIENCE FOR CURRENT AND PRIOR FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes experience with utilizing operational and performance characteristics of long-haul communication/telecommunication to develop procedures, policies, and practices for use installation wide; the utilization of long-haul communication/telecommunications equipment to evaluate devices, proposals, and approaches; inspiring, motivating, and guiding others towards the accomplishment of a shared goal; and analyzing/applying specialized communication methods and analytical techniques involving telecommunication systems. SPECIALIZED EXPERIENCE FOR APPLICANTS WITH NO FEDERAL EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10 (or equivalent in other pay systems) which includes experience with utilizing operational and performance characteristics of long-haul communication/telecommunication to develop procedures, policies, and practices for use installation wide; the utilization of long-haul communication/telecommunications equipment to evaluate devices, proposals, and approaches; inspiring, motivating, and guiding others towards the accomplishment of a shared goal; and analyzing/applying specialized communication methods and analytical techniques involving telecommunication systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of and ability to apply a wide range of DOD long-haul communications and telecommunications theories, concepts, principles, practices, procedures, policies, standards and operation requirements; and of operational and performance characteristics of long-haul communication/telecommunication to develop procedures/policies/practices for use installation wide. Expert knowledge of performance characteristics of long-haul communication/telecommunications equipment as they relate to long haul communications systems, services, and transmission media to evaluate devices, proposals, and approaches. Knowledge of safety and security regulations, practices, and procedures. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets. Ability to communicate effectively both orally and in writing, clearly, concisely, and with technical accuracy and to identify, direct, or coordinate actions required in providing needed service. Ability to plan, organize work, and meet deadlines. Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g. systems compatibility, circuits, switches, distribution, satellite linkages and networking.) Ability to inspire, motivate and guide others toward a goal accomplishment. Leadership abilities, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
