The position is located within the Department of Veterans Affairs, Office of Research and Development located in Richmond, VA. The position monitors and coordinates services for the Veterinary Medical Unit (VMU) operations, animal husbandry, and compliance protocols. The position develops and manages educational and compliance programs for the organization.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Manages program to monitor protocols. (I.E. surgical procedures, post-operative care, tumor maintenance, agent delivery, behavioral training, protective equipment usage, etc.) Assists with eradication of infectious diseases and parasites within the facility animal population. Serves as an educational and technical procedure resource for technicians and researchers. Independently performs routine and non-routine procedures and provides technical assistance with complex animal surgeries and testing procedures which may include animal imaging procedures (e.g. fluoroscopy, stereotactic surgery, thoracotomies, etc.) and provides technical procedural guidance (e.g. venipuncture, gavage, IV fluid administration). GS-9 SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience that equipped them with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-8 grade level in the Federal Service. Qualifying specialized experience includes: monitors protocol and regulation compliance (I.E. surgical procedures, post-operative care, tumor maintenance, agent delivery, behavioral training, etc.); monitors, evaluates, and assists with performing animal surgery, implants, injections, examinations, and tests; reports animal welfare changes; educates staff and provides technical information for procedures; Examples of qualifying specialized experience include work: As a laborer, manager, or owner of a livestock ranch or farm involving direct work with livestock, with livestock in a feed lot, as a Livestock Market Inspector, as an Animal Welfare Inspector, as an assistant to a veterinarian who works with livestock. Preferred experience includes direct large animal (e.g. sheep, swine) care in an Accreditation of Laboratory Animal Care (AAALAC) accredited research facility within a medical center. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Successful completion of two years of graduate level education that is directly related to the work of the position to be filled. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Animal HusbandryAttention to DetailFlexibilityTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work requires some physical exertion. Most activity will be walking, but other activities will involve standing for extended periods, considerable bending, climbing of step stools/ladders, and carrying of items less than 50 lbs. Involvement in pre-surgical situations may involve some lifting of larger animals such as dogs or pigs. Other situations may involve moving modestly heavy equipment such as portable x-ray machines or cage racks, while using appropriate mechanical assistance (cart, dolly, etc.). The work is usually performed in a vivarium or laboratory setting, which involves considerable occupational exposure to the risks and hazards of an animal research laboratory requiring special safety precautions, e.g. working with infectious substances, biological mutagens, irritant chemical reagents, working around machines. Protective clothing or equipment such as coats, goggles, gloves, fume hoods, or sterile barriers are routinely required .
