You will serve as a GENERAL ENGINEER in the SHIPBOARD SYSTEMS, PROGRAMS MANAGEMENT OFFICE (PMOSSP), DETACHMENT ANAHEIM (SPSA) of PMO SSP SHIPBOARD PROGRAM SYS.

Duties

You will serve as the Engineer for the Flight Test Instrumentation (FTI) to maintain oversight of the prime contractor’s efforts associated with the design, development, production, repair, logistics support, and comprehensive life cycle support. You will responsible for the effective implementation of SSP’s Technical Direction detailed in various directives, policies, plans and delegations. You will be responsible for a wide range of technical and related program subjects such as Configuration Management, Waiver and Deviation Policy, Preventive and Corrective Maintenance, Design Disclosure., You will elevate program concerns to the DH as well as advises on issues, evaluates options, and provides process improvement recommendations. You will determine appropriate actions to resolve problems that are unique in nature, without precedence, and of such urgency that they require immediate action. You will provide expert advice and guidance to SSP, other Department of the Navy and Department of Defense activities and contractor organizations associated with such programs. You will manage the processes used to deliver broad and diversified professional engineering services performed by mechanical/electronics/electrical/general engineers and technicians. You will act as the liaison between the department and CE’s office for integration of subsystems within the entire SPS Command. You will provide technical support during internal and external assessments of Shipboard programs in the form of Management Reviews, Technical Program Management Evaluations, Facility Technical Performance Evaluation, and DCMA Self Assessments You will work with SSP and DCMA contracts specialists, contracting officers, technical personnel, and program managers in the coordination of contract procurement packages.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: professional engineering experience with complex systems and subsystems, leading teams in program planning, program evaluation, and/or requirements analysis, DOD acquisitions, and representing an organization, and establishing and maintaining relationships with key individuals or groups. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
