This position serves as an Engineering Technician in the Project Section of Engineering Service under the direct supervision of the Supervisory Healthcare Engineer. The position is involved in task such as concept development, design and construction related to improvement to buildings, utilities, plan and systems.
Duties
Receive general information relative to overall mission of an assigned project from the supervisor and then use independent judgment to design, write specifications, develop drawings, comprise constructions cost estimates and manage the project from start to finish.
Evaluate the general project scope and customer needs to determine which design method should be used and incorporates engineering principles and design techniques to create the project.
When required, physically lays out building configurations, establishes grades, performs topography surveys, etc. using various surveying instruments such as transit, dumpy level, Philadelphia rod, linker rod, steel tap. etc.
Assists in the selection of A/E firms, after interviewing and rating accordingly and performs technical review of A/e designs and specifications for accuracy and compliance with project mission.
Serve as the Contracting Officers Technical Representative (COTR) on construction and renovation projects.
Attend pre-bid and pre-construction conferences and assists in the selection of contractors.
Work Schedule: 8:00 a.m. -4:30 p.m.-Monday - Friday.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: read and interpret shop drawings and submittals from contractors during construction; experience developing blueprints; tracking progress and quality of construction and renovation projects and proficient knowledge of software applications.

Physical Requirements: Although sedentary in nature, the position sometimes demands physical requirements such as walking, bending (such as long periods of working over a drafting table), climbing and crawling as may be required during field survey or during site inspection.
