Duties

The following duties are at the full performance level of GS-07: Controls and operates the Office Supply Center, providing expendable supplies and Equipment. Conducts supply and demand reviews to determine supply needs based on activity operations, usage patterns, procurement lead time and current stock levels. Orders, purchases, and maintains levels to meet usage requirements and follows all Micro-Purchase Policies. Provides guidance and support for the requisition, issuance, receipt, utilization, and control of supply items. Initiates, prepares, edits, and processes requisitions for non-stock supplies and equipment. Examines documents for accuracy, notes error and makes corrections. Maintains and orders forms for stock through the Denver publications representative, General Service Administration (GSA), or the Government Printing Office (GPO) through the Duplicating Office. Updates quarterly the NCAO Warehouse Office Supply Catalog. Carries out warehousing operations, providing for the storage, issuance, and security of all property. Plans and establishes short- and long-range warehousing layout and storage space utilization. Develops new and revised procedures for the receipt, inspection, segregation, warehousing, re-warehousing, replenishment, and issuance supplies and equipment. Plans for and determines current and future supply and equipment requirements to meet customer needs. Receives supplies and equipment and reviews against bills of lading, contacts, purchase requests, and shipping documents. Unpacks, unloads, and palletizes incoming supplies. Conducts physical inventories of warehouse items to maintain supply stock levels. Drives a passenger vehicle, pickup truck, and delivery truck to transport personnel, equipment, and supplies. Uses a forklift to load and unload material. Maintains truck and forklift in good working condition. Uses priority ratings to transfer available personal property. Prepares property reports, consolidating information from Field Offices and ensuring compliance and accuracy. Assists in classifying and assigning property numbers to newly acquired equipment and performs procedures required to document the same. Monitors motor vehicle and heavy equipment utilization and assist in entering monthly data into the FBMS system. Assists Fleet Manager with the acquisition and disposition of fleet credit cards and license plates. Assists Fleet Manager and Equipment Maintenance division in creating fleet work orders in FBMS to effectively track the cost to operate government owned fleet vehicles and equipment.

Requirements

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. For the GS-05 Specialized Experience: For the GS-05, you must have one year of specialized experience at the GS-04 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as but not limited to: entering various types of information into automated supply system databases; performing clerical assignments; collecting data to prepare reports; and following supply regulations, policies, and procedures. OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. (Note: You must attach a copy of your transcripts.) For the GS-06 Specialized Experience: For the GS-06, you must have one year of specialized experience at the GS-05 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as but not limited to referencing supply regulations, policies and/or procedures to provide supply support to production, shipping or receiving operations; using automated supply systems to enter, correct, and/or retrieve recurring reports and prepare other supply documents; and monitoring and entering stock data into various systems; ensuring all shipping documents are complete. For the GS-07 Specialized Experience: For the GS-07, you must have one year of specialized experience at the GS-06 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as but not limited to: analyzing stock histories to resolve difficult and unsolved problems; preparing status reports for supervisor's review and to detect discrepancies in the reported transactions; retrieving data from various automated systems to respond to customer inquiries; operating automated supply systems for supply actions such as data entry, report retrieval, error correction, and specific record search; and performing research to correct supply processing errors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/31/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-05 grade level. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position.

This position does not allow substituting education for experience for the GS-06 and GS-07 grade level.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
