About the Position: Are you interested in helping to defend our Nation? Exciting career opportunities are available with the U.S. Army Network Enterprise Technology Command (NETCOM). This position is a (GS) position in a CES Unit and will not convert to a Cyber Excepted Service (GG) Position.
Duties
Provide professional and comprehensive advocacy services to individuals exhibiting a wide variety of issues related to being a victim or survivor of sexual harassment or sexual assault.
Conduct professional level and administrative educational and interactive training workshops/seminars to victims of sexual harassment and sexual assault, community agencies, units and leaders.
Ensure victims of sexual assault receive all needed guidance and emotional support during administrative, medical, investigative, and legal procedures, and that victims understand the processes involved.
Serve on the Sexual Assault Review Board (SARB).
Coordinates professional and support services for victims with service support and community organizations and agencies - law enforcement, Staff Judge Advocate, legal aid, medical treatment facilities and sponsoring commands.
Performs other duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Requires off-duty hour support to include a 24-hour rotation for advocacy services to
victims.
- Position may require that the employee pass screening for illegal drug use prior to
appointment and subsequent periodic drug screening thereafter
- Must successfully complete 7-week SHARP training course and obtain DOD certification within 6-months of hire.
- Individuals will be screened by the National Sex Offender Registry.
- Individuals will be screened by the through the Crime Records Center and the Army Central Registry for a history of domestic violence, CID, local police, Army Military Human Resources, Army Inspector General, Army Substance Abuse Program
- Individuals will be screened through previous employer reference checks and as appropriate an official personnel folder check will be conducted.
- Must possess a valid driver’s license and have the ability to operate a motor vehicle.
- Position is Emergency Essential in support of mobilization and wartime mission. Prior to employment the employee will sign a statement agreeing to the EE condition of employment.
- Must be able to obtain and maintain a Secret Security Clearance.
- This is a Drug Testing Designated Position. Must and pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically there after.

Basic Requirement for Victim Advocate (SHARP):
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology, Counseling, or Human Services.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) providing professional advocacy services to victims or survivors of sexual assault and sexual harassment; 2) conducting assessments with clients to evaluate needs and risks; 3) recognizing the need for professional intervention and referring to appropriate services; and 4) conduct training/seminars on sexual assault/sexual harassment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Psychology, Counseling, or Human Services.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
