Duties

The Department of Health and Human Services (HHS) is looking for dynamic and energetic leaders to join the Senior Executive Service (SES) - a talented team of men and women charged with leading the continuing transformation of our government. This position is SES, an elite group of senior government leaders who possess a diverse portfolio of experience and expertise required to lead across organizations. This cadre of dedicated executives is charged with providing strategic leadership and upholding a commitment to public service that transcends loyalty to a specific agency mission or individual profession. As an SES member, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. So, don't just make a career move...make a difference! The Department of Health and Human Services Senior Executive Service - Leaders who touch lives. As Director, Office of Budget, Policy, and Appropriations, you will: serve as a principal advisor to CDC's Deputy Director for Policy, Communications, and Legislative Affairs, and other CDC senior leaders as a senior member of the agency's leadership team to ensure awareness and engagement to achieve the agency's objectives and priorities; serve as a principal advisor for outreach and engagement with the executive and legislative branches, as well as public health partners, on congressional appropriations and budget policy; supervise and manage the Office of Budget Policy and Appropriations; serve as a primary liaison with Congress to ensure budget policies, actions, and relationships promote the agency's public health mission; provide strategic advice on developing and interpreting budget policy directions, administration of budget initiatives, congressional appropriation interests for the agency's budget; lead budget policy development and implementation, serve as a strategic partner for CDC's budget formulation and submission and ensure progress in accomplishing major initiatives for the preparation and presentation to congressional committees and White House officials; serve as technical advisor and representative of the agency before HHS, the Office of Management and Budget (OMB), and Congress relative to budgetary policy and appropriations issues and requirements and develop proposed testimony for congressional hearings; represent CDC senior leadership with senior officials of HHS and other federal agencies, members of Congress and their staffs, executives of numerous governmental health agencies and public health partners for frequent proactive outreach, relationship, and coalition building, education, and consensus development.

Qualifications

All competitive candidates for SES positions with the federal government must demonstrate leadership experience indicative of senior executive level management capability. This executive experience includes serving in a managerial capacity to a large and diverse organization with responsibility for promoting economy, efficiency, and effectiveness in the administration of programs and operations. To meet the qualification requirements for this position, you must show in your resume that you possess the six Fundamental Competencies, the five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs) listed below. Your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results. SPECIALIZED EXPERIENCE REQUIREMENT Applicants must have at least one year of specialized experience directly related to this position that provided candidates with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include serving in a leadership role in a large public health program, such as scientific, public health, academic, non-governmental or other organization, including being charged with the oversight and management of budget policy and appropriations for an organization. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) This position also requires applicants to have PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume. A narrative response is not required separately for the ECQs, PTQs, and characteristics but your resume should contain sufficient information to demonstrate your level of experience and qualifications related to the position. 1. Executive level experience providing guidance on an organization's budget policy and appropriations activities. 2. Ability to provide guidance on strategies necessary to communicate and maximize acceptance of the organization's position on public health and budget policy issues. 3. Experience serving as liaison with budget policy and appropriations officials to ensure that respective views and interests are promoted with respect to current and emerging policy issues affecting a public health organization. 4. Ability to deal effectively with Congress, high-level government officials in other government agencies, national or international organizations, non-governmental groups, and the public for achieving public health impact related to an organization's mission, objectives, and priorities.
