About the Position: Procurement Analyst position for Mission and Installation Contracting (MICC) located at Fort Knox, Kentucky. Responsible for the analysis, review, and evaluation of a myriad of unusual, unique, complex procurement policies associated with the acquisition process and/or controversial contracting matters.

Duties

Serve as Procurement Analyst responsible for the analysis, review, and evaluation of procurement policies associated with the acquisition process. Serve as action officer to develop recommendations for solicitations and contracts according to regulatory requirements. Identifies situations which could significantly improve efficiency, economy, and or effectiveness in contractor support to the Army and overall organizational efficiency. Responsible for training/communicating ideas, proposed innovations, and/or lessons learned to enhance overall efficiency and effectiveness of Government operations. Initiates required action, obtains required information, selects and applies precedents and recommends actions, and provides expert analyses for management decisions (Factor 2: Supervisory Controls) Resourcefulness is required to implement new procedures that are different from traditional methods or researching trends and patterns to develop new methods, criteria, or propose new policies. (Factor 3: Guidelines) Evaluates contract actions taken by installation Contracting Officers to ensure compliance with Federal procurement laws and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent of this position is required to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position.
  • Selectee must meet position requirements for Acquisition Contracting Certification within 36 months of entrance on duty per the DoDI 5000.66, change 3.
  • The incumbent of this position is required to submit pre-employment financial statement disclosure (OGE-450) and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires temporary duty (TDY) travel up to 25% or less of the time.
  • One year trial/probationary period may be required.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1)Provides in depth knowledge of procurement statutes, policies and regulations sufficiently to write operating procedures implementing procurement instructions. 2) Uses judgement to interpreting guidelines (procurement regulations, DoD and Army directives, administrative and clerical manuals) to recommend approaches or solutions for specific problems. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementOral CommunicationProblem SolvingProcurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal Service at the next lower level grade or equivalent (GS-11).
