About the Position: This is a permanent position with Army Clinic Moncrief. Moncrief Army Health Clinic is located on Fort Jackson, South Carolina and is part of the 82 square mile military installation located adjacent to the state capital of Columbia.

Duties

You will provide sound and efficient management of Branch functions and its inter-relationship within the Division. Provides overall general policy guidance and program objectives. Provides consultation on controversial or complex problems with incumbent responsible for independently managing all functions. Review work for compliance with policy, attainment of objectives, and overall degree of efficiency of operations. Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selectee will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • A Personnel Security Investigation is required.
  • This position MAY require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements
  • This position requires Temporary Duty (TDY) or business travel approximately 5% of the time away from your permanent duty station.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized experience is defined as: 1) Monitoring delivery schedules or changes to delivery schedules to ensure on-time delivery, 2) Providing the establishment of revision of supply policies and procedures; 3) Interpreting Material and Inventory Management laws, rules, regulations, and policies to identify program requirements and inventory conflicts; 4) Conducting comprehensive management reviews covering all phases of inventory management, operation, and administration of Logistic Contracts to include contract submission, purchase request, contract modifications and disputes; 5) leading and assigning work requirements to subordinates or team members with established deadlines and sequence of operations. This definition of specialized experience is typical of work performed at the next lower grade/position in the federal service (GS-09). Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

A Ph.D. or equivalent doctoral degree (Note: You must attach a copy of your transcripts.)

Or

Three (3) full years of progressively higher level graduate education leading to such a degree.(Note: You must attach a copy of your transcripts.)

Or

Completion of all requirements for an LL.M degree from an accredited college or university if related. (Note: You must attach a copy of your transcripts.)

Or

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
