This position is assigned to the Project Section of the Engineering Service at the VA Medical Center located in Fresno, CA. The primary purpose of the position is to provide specialized program services to Projects Engineering related to drawing database management, Computer Aided Design, as-built preparation, as-built process tracking, program support, material purchasing, budget reconciliation, personnel support, timekeeping, payroll, and personnel training.
Duties

Duties include, but are not limited to the following:
Monitors the external Drawings library and Computer Aided Drawing/Drafting files;
Acts as the Contracting Officers Representative (COR) and maintains the electronic file database for the as-built files (VLOGIC Systems).
Monitors the Capital Asset Inventory (CAI) database for this facility and ensures updates are input to the system accurately and in a timely manner in order to meet all VA CAI Inventory requirements.
Monitors the Facility Condition Assessment (FCA) database for this facility.
Assists in maintaining the official record drawings in both hard copy and AutoCAD versions keeping both in a current and up-to-date condition, initiating changes as they occur.
Monitors and tracks the as-built drawing process for the Projects Engineering.
Prepares/reviews/modifies drawings, layouts and plans as directed for proposed additions, improvements, alterations, modifications, repairs, equipment installation and new construction using AutoCAD as well as hand drawn techniques.
Maintains responsibility for procurement actions.
Prepares procurement documents for Macro purchases, such as purchase requests, prepare solicitation packages, prepare supporting documentation for contracting, complete/ route Information Security documentation, and enter in new requirements into the eCMS contracting database.
Maintains responsibility for Micro purchases to include procurement procedures supporting purchase transactions such as purchase cards, delivery orders, purchase orders and simple contracts.
Tracks/reports status of projects under construction or being completed by Projects Engineering.
Produces and/or reproduces drawings, using the large document plotters/scanners.
Works with personnel in support of payroll and human resource concerns of the In-House Construction Team, acting as the program intermediary to the Human Resources and Fiscal services.
Monitors timekeeping for Projects Engineering In-House Construction; and
Performs other duties as assigned.

Qualifications
To qualify for this position, you must meet one of the following:
SPECIALIZED EXPERIENCE: Requires one (1) full year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-8 grade level in the Federal Service. Qualifying specialized experience includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: planner and estimator who analyzed designs for production purposes; instrument maker or model maker who performed design or development work on devices fabricated. Specialized experience includes utilizing a Computer Aided Drawing/Drafting system such as AutoCAD to prepare computerized drawings; preparing contracts; purchasing materials; and producing tracking reports. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed two (2) full years of graduate education or a master's degree directly related to the work of this position. This education must have been obtained in an accredited college or university.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of specialized experience and successfully completed graduate education as described above to meet the total experience requirements.

Physical Requirements: The work is basically sedentary; however, frequent physical activity such as walking climbing, bending and carrying light items such as paper, books, files, manuals, blueprints, etc. is required. Incumbent, in doing his/her job, climbs ladders, walks on roofs, crawls under buildings, which is required for initial project designs. Incumbent conducts on-site construction inspections, which also requires walking, climbing, etc., around new and existing structures.
