Duties

You will supervise the USMC wide in service testing program, the Manpower and Reserve Affairs Human Research Protection Program (HRPP). and the Marine Corps wide Survey Program. You will supervise the Human Research Protection Management Program which oversees quick turnaround, long term, and formal analytical human research efforts that support Manpower and Reserve Affairs in its entirety. You will research efforts have implication and direct impact on the operating forces and supporting establishment. You will ensure Manpower and Reserve Affairs Human Research Protection Management Program ensures human research regulatory compliance from all Manpower and Reserve Affairs Program, Officials and Principle Investigators. You will be responsible for overseeing the Marine Corps wide Survey Program.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: supervising an in-service testing program, human research protection program, and survey program for an agency to include validating correct measurements, overseeing formal analytical human research, and ensuring surveys are technically sound. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
