This position is part of the TX State Aviation Office, located in San Antonio, Texas. This position is responsible for organizing, planning, coordinating, and directing airfield operations and aircraft services in support of the Airfield Manager. At the direction of the Airfield Manager, employee schedules and directs work force at the airfield to include base operations, fuels, supply and airfield services.

Duties

As a AIRFIELD OPERATIONS COORDINATOR (TITLE 5) with the Texas Army National Guard, your duties will include, but will not be limited to: Employee maintains status on the availability of airfield equipment and facilities required in support of the mission to include buildings, grounds, and the assignment of office space, hangars, and parking ramps to tenant units and other DOD entities. Assists with developing policies and procedures, including SOPs, for use of the airfield to meet the needs of customers. Provides notices to Airmen (NOTAMS), scheduling, customer service, aircraft fueling requirements, maintenance of transient aircraft, and ensuring the airfield meets all required DOD/DOT regulations, laws and environmental standards. Employee projects, manages and provides budget requirements to the Airfield Manager. In coordination with the Airfield Manager, employee develops, implements, manages, andannually reviews airfield-related plans and programs including the Foreign Object Damage (FOD), Airfield Safety Program, Prevention Program, Quality Assurance Program, Wildlife Hazard Management Program, Airfield Management Training Program, and Flightline Driving Training Program. Coordinates with external agencies to ensure airfield requirements are included in installation-level plans such as Snow and Ice Removal Plan, Physical Security/Anti-Hijacking Plan, Aircraft Pre-Accident Plan, and Public Relations/Noise Abatement Programs. Develops inter and intra agency letters and memorandums of agreement (LOA/MOA) and operating instructions in support of airfield and airspace requirements. Employee coordinates the scheduling of airfield activities with tenant and transient unit commands using the airfield. Coordinates directly or authorizes subordinates to coordinate directly with community activities, and tenant units, to improve airfield operations and facilities, and to solve conflicts or problems which may arise. Provides and maintains facilities and operations appropriate for VIP passengers. Prepares and/or reviews reports required by regulations or higher authorities. Plans for the stationing of increased aviation units, activities, and equipment. Employee plans, coordinates, and executes support requirements for transient missions at the airfield, to include joint service operations, special operations, and emergency deployment exercises, and coordinates and provides support for visiting dignitaries arriving at the airfield. Employee receives and approves/disapproves requests to use airfield facilities or equipment; briefs transient personnel and coordinates with appropriate facilities (fire station, CAB) for scheduled use; develops the parking plan for large aircraft and units of aircraft involved with training and in transit and coordinates alternative plans; coordinates with Explosive Ordnance Disposal for hung ordnance or malfunctioning armament as needed. Completes special project assignments from the Airfield Manager. Employee administers and monitors the maintenance program for all assigned equipment, serves as the hand receipt holder, and maintains property accountability for equipment. Responsible for the policing and maintenance of airfield grounds; planning, coordinating, and directing airfield operations, and assisting in conducting weekly inspections. Employee is the airfield information management officer (IMO) and environmental quality officer (EQO), responsible for the maintenance, security and update to computer systems and all airfield environmental issues. Incumbent will act as Airfield Manager in the absence of the Airfield Manager. Employee serves as airfield Fuels Management Officer. Performs inspections of fuels for quality assurance using proper testing methods and procedures; informs contract officer of any inadequacies or contractor violations, institutes corrective actions; and prepares special and recurring reports as required. Performs other duties as assigned.

Qualifications

KNOWLEDGE REQUIRED BY THE POSITION Comprehensive knowledge and experience in airfield operations including: flight planning, weather service, Notices to Airmen (NOTAMs), wildlife hazard management, foreign object debris (FOD) management, airfield inspections, airfield obstruction criteria, communication procedures, emergency response procedures, aircraft services, and airfield security. Thorough knowledge of a wide range of Federal Aviation Regulations (FAR), Army Regulations (AR), and Unified Facilities Criteria (UFC) directives and technical manuals regarding the operation, design and maintenance of airfield and aviation facilities (airports).Knowledge and skill sufficient to manage Airfield Organization activities ensuring compliance with regulatory provisions and effectively communicating safety practices and procedures to staff and line personnel. Comprehensive thorough knowledge of regulations, standards, procedures, methods, and techniques applicable to a broad range of safety duties associated with the Airfield Organization operations. Sound technical knowledge sufficient to analyze safety design features and specifications and develop procedures to identify or control hazardous processes and equipment usage. SPECIALIZED EXPERIENCE: One year of specialized experience at the next lower grade level (GS-09) in the federal service or equivalent experience in the private or public sector performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic/airfield policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation/airfield requirements and systems for specific geographic areas (International and Continental United States). or EDUCATION Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or A combination of Education and Experience Only experience/education gained by closing date of this position will be considered.

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown below meets the requirements for positions at GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
