Duties

Serves as the Family and Morales, Welfare and Recreation (FMWR) Program and Fund Manager for the Installation Management Command Region with responsibility for the leadership, direction, management, productivity and cost effectiveness of the FMWR programs and regional, complex multi-mission installations. The FMWR programs encompass Nonappropriated Funds Resource Management (NAF Financial Management, Marketing, Major Construction, Private Organizations, Commercial Sponsorship, Property Management, Internal Review and Management Controls, Supply, Warehouse and Maintenance, Public-Private Ventures, Information Technology and Contracting programs); Child and Youth (Child Development Centers, Family Child Care, School Age Services, Youth Centers, Teen Centers, Youth Sports and Fitness, Youth Education Support -School Liaison-Outreach-Program Support Services); Recreation (Sports and Fitness, Entertainment, Automotive, Parks and Picnic Areas, Library, Arts and Crafts, Community Activity Centers, Better Opportunities for Single Soldiers (BOSS), Outdoor Recreation, and Leisure Travel); Community Business (Clubs, Food-Beverage-Entertainment-Bowling-Golf- Recreation and Mobile Snack Facilities, Theme Restaurants, Rod and Gun Clubs, Lodging Operations, and NAF Recycling program); and Army Community Services (Financial Readiness, Family Advocacy Program (FAP), Relocation, Deployment Program and Mobilization, Information and Referral, Exceptional Family Member Program (EFMP), Family Member Employment Assistance Program, Installation Volunteer Service, Army Family Team Building (AFTB)/Community Life Program (CLP)/Army Family Action Plan (AFAP), Sexual Harassment/Assault Response and Prevention (SHARP), and Army Emergency Relief (AER)). Provides staff and program direction and guidance to all subordinate command elements in the effective planning, execution and review of management of the various programs at all command levels. Serves as the principal advisor and authority on matters impacting the Regional FMWR programs. Serves as primary advisor on technical matters concerning regional plans and procedures. Provides advice, guidance and technical expertise to the Regional Director concerning all FMWR activities associated with their membership on the FMWR board of Directors and Executive Committee. Serves as a member of the FMWR Working Group, special committees, providing advice and recommendation to the Region Director on issues affecting policy for and management of the Army's FMWR and Community Family Support Programs. Provides technical guidance and administrative oversight through direct and/or indirect supervision of subordinate supervisors and employees. Exercises the full range of personnel management responsibilities.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression for a Director FMWR. Experience must reflect multiple FMWR program work. Possess demonstrated leadership and oversight of a successful profit generating large business organization, ensuring programs and activities are managed and operated on a sound financial basis or demonstrated experience taking corrective action. Possess demonstrated ability to execute Human Resources Program, supervise personnel to include subordinate supervisors, execute organization personnel management responsibilities, and build organizational capacity. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit. Possess demonstrated experience in identifying Capital imporvement needs developing projects and overseeing project delivery, guaranteeing intergration and coordination are within estblished timeframes. Possess recent experince, within the last 3-5 years, as a DFMWR Director or Deputy at a large or medium installation. Possess two (2) or more years of experience as a Division Chief at a medium or large installation or sister service/public service or private sector equivalent. Possess demonstrated solid business acument and resources management (APF and NAF).
