Duties

Responsible for administration, coordination, policy development and execution of the DISA Civilian Incentive Awards Program. Analyzes and evaluates program accomplishments, deficiencies, trends, and problem areas to determine necessary actions and recommend changes to DISA policy. Maintains liaison with other Federal agencies, Office of Personnel Management, and non-Federal awards-granting organizations to maintain up-to-date knowledge of award nomination procedures, criteria, and administrative techniques. Plans, conducts and completes studies and projects in assigned program areas, providing staff-level advice and service throughout the DISA as a HR specialist. Facilitates and manages the processing of award submissions through boards or directly to the Director of DISA for approval and signature. Incumbent plans, develops and evaluates HR programs, projects and new initiatives for integrated human resource management programs of the agency. programs of the agency. Qualifications

Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Specialized Experience: For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. Specialized experience is defined as applying Human Resources (HR) concepts, practices, principles, policies, laws, Executive Orders, or regulations to provide advisory and technical services to customers on agency HR issues, processes and programs; evaluating customer needs and finding solutions to concerns. Experience may have been gained in any area of HR: position management and classification, employee benefits, employee relations, HR information systems, human capital, labor/employee relations, awards, learning and development, personnel security, recruitment and placement, or Workers Compensation. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience is defined as experience in applying civilian human resources (HR) regulations, policies, and guidance of civilian HR services (i.e., recruitment/placement and position classification, awards, performance management) to respond to difficult issues involving complex projects or problems that require expert advice, authoritative policy, or procedural interpretation; processing civilian awards; conducting reviews and analysis to identify operational problem areas and recommending solutions to improve the overall efficiency and quality of civilian human resources services; and analyzing information and data extracted from various sources to develop training and/or briefings. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

There is no substitution of education for specialized experience at the GS-12 grade level

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
