The incumbent serves as an Inventory Manager Specialist (EX) in the Commodity Management Division of the Logistics
Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory management of all non-expendable supplies and durable medical equipment
(DME) in the assigned area(s).
Duties
Major duties of this position include, but are not limited to:
Inventory Management and Control: responsible for the management and control of an assigned class of expendable material; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment.
Returns, Recalls, and Reutilization: implements federal and agency programs for the return and reutilization of medical supplies; coordinates disposal of surplus or excess supplies; makes emergent procurement decisions; and participates in root cause analysis process ;Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
You may qualify based on your experience and/or education as described below:
GS-07 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-05, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Demonstrated experience using the Federal Acquisition Regulations (FAR) and Federal Property Management Regulations (FPMR) to procure, inventory, and process various equipment; 2) Perform physical inventory of equipment to include the reconciliation process; 3)Dispose of excess and/or unserviceable property in accordance with Federal regulations, and organizational policies and procedures; 4) Use automated systems track the history and inventory of equipment; 5) Research and trace sequences of transactions to resolve supply issues; 6) Analyze and/or enforce compliance of inventory management procedures to maintain proper accountability of supplies and equipment. Note: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Or
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.

Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers.
