This position is located in Glen Canyon National Recreation Area, in the Visitor and Resource Protection Division.

Duties

Major Duties: Serves as an Airplane Pilot for Glen Canyon National Recreation Area and Rainbow Bridge National Monument (collectively referred to as GLCA). Serves as a Pilot in Command of a single engine piston fixed wing aircraft in wheeled configuration. As such, performs aircraft operations involving flights over remote terrain that originate from paved runways and landing strips that are one way, restricted in size and approach path and go-around options. Short field and ground effect takeoff and landing skills are frequently utilized; these flights are often conducted at low levels (below 500 ft AGL), at minimum controllable air speeds under hazardous conditions in extreme desert heat over mountains, in canyons, and over open water areas. The high-density altitude conditions which include temperatures over 100 degrees F require expert pilot skills under normal circumstances. Reduced power and lift due to high temperatures and air current variances over canyon country requires the pilot to recognize and anticipate environmental factors which can affect aircraft performance. Mission critical flights may be conducted in periods of adverse weather. Fights may be conducted at night in accordance with applicable DOI/OAS (Office of Aviation Services) policy. Physical Demands: Aviation work frequently requires stressful activities and/or some physical exertion that are routine for all airplane pilots. Requires some manual dexterity and other physical activities (e.g., listening, kneeling, standing, sitting, stooping, talking, walking, etc.) in all types of terrain with regard to the normal aviation environment (i.e., airstrips, hangars, tarmacs, other areas where an airplane may be parked such that an inspection or maintenance of the airplane is likely to be performed, etc.). Must be emotionally, mentally, and physically sound. In addition, is subject to periodic medical exams required of a commercial airplane pilot. Excellent physical conditioning is necessary and self-monitoring for signs of fatigue and/or dehydration is an essential necessity. Flying duties require excellent coordination and dexterity to operate aircraft effectively and safely. Working Conditions: Environment varies from an office to an airplane cockpit, to the outdoors and work is performed in all three environments. Work may involve exposure to adverse weather, the discomfort of manual work, and some unpredictable hazards involved in the operation of an airplane. While working on the ground or in the airplane the incumbent will be exposed to the extreme conditions of the desert environment, including temperatures ranging from 20F to +100F, high winds, snow, ice, rain, and dust. In cases of emergency, help may not be readily available and special safety and survival precautions must be taken. Work is routinely performed in a small airplane, hangar, office, and outdoors. The office environment is adequately heated and cooled, both well lighted and ventilated. Field work is normally performed in the airplane cockpit but may include occasions with exposure to desert conditions characterized by rugged terrain, changeable weather, extremely high temperatures, high winds, varying water levels, insects, wild animals, and other conditions which present unusual and sometimes severe safety and logistical problems requiring prompt and sound judgment. Activities, especially airplane maintenance, may cause exposure to chemicals, fluids, materials, or other solvents utilized when around airplanes that may be hazardous or pose safety concerns. The incumbent will be subject to hazardous conditions, low altitude flights, varying weather conditions, poor communications, and flying from both improved and unimproved airstrips. Terrain is mountainous and unpopulated with flights subject to adverse environmental conditions. In case of emergency, help may be significantly delayed or not readily available. Aircraft operations frequently occur during summer desert temperature conditions with air temperatures in excess of 100 degrees F resulting in aircraft interior temperatures can be significantly hotter.

Qualifications

All qualifications must be met by the closing date of this announcement-01/29/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position, you must meet following requirements: Commercial Pilot Certificate (Screen out): You must possess a current Commercial Pilot Certificate with Single Engine Land and Instrument Rating (or other certificate which exceeds the requirements of the Commercial Pilot Certificate, such as an Airline Transport Pilot Certificate with Single Engine Land Rating). A copy (must show both front and backside) of the certificate must be provided with your application. OR You must possess an appropriate military rating. You will be required to complete a military competency knowledge test with the FAA and be issued a commercial pilot certificate prior to final offer of employment. If you are establishing eligibility based on military flight experience, you must provide copies of official orders, forms, or logbooks showing your status as a rated military pilot with your application. Medical Certificate (Screen out): You must possess a current FAA Medical Certificate First or Second Class in accordance with FAA regulations. A copy of the certificate must be provided with your application. Flight Time Experience (Screen out): Possess at minimum 1500 hours of total flight time Possess at minimum 1200 hours Pilot in Command (PIC) with 500 hours PIC Airplane Possess at minimum 100 hours flight time in the last 12 months Possess at minimum 75 hours night flying Recent flight experience per 14 CFR 6 Note: A copy of a DOI OAS-61 Record of Aeronautical Experience or equivalent flight log must be included with your application. You must include months, years, and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
