This position is located in the Department of Congressional and Public Affairs (CPA), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-12/13, MCC uses a pay banded system to compensate employees. This position is pay band 4B/4A which is generally equal to GS-12/13.

Duties

Provides technical assistance and support for closeout communications campaigns, including strategy, messaging, collateral (blogs, success stories, digital content, etc.), public engagement, stakeholder outreach, media relations and social media. Coordinates with Resident Country Mission, Millennium Challenge Account and Embassy public affairs officers on in-country activities. Participates in the development of communications and outreach plans and coordinates with relevant colleagues at headquarters and in the field. Works with Resident Country Mission (RCM) and Millennium Challenge Account (MCA) staff on communications best practices, including media relations and event planning. Provides guidance and collects stories and information MCC can use in communications and outreach activities. Supports Resident Country Mission and Millennium Challenge Account communications staff in handling sensitive or controversial issues when needed. Coordinates and builds relationships with U.S. Embassy public affairs sections to promote MCC and ensure MCC messages are accurately communicated in-country, and where possible, align with U.S. Government public diplomacy efforts. Participates in the department's Communications College staff training, including management of agenda, training content and logistics. Serves as a department representative on select country teams. Assists in the review and clearance of MCA communications departments' proposed budgets and high- visibility collateral. Supports the overall efforts of the Public Affairs team as directed and performs other related duties as assigned.

Qualifications

To qualify for pay band 4B applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: assisting in in the development, planning, coordination and execution of closeout communications campaigns, including strategy, messaging, collateral (blogs, success stories, digital content, etc.), public engagement, stakeholder outreach, media relations and social media; participating in the development of communications and outreach plans; and coordinating and building relationships with stakeholders to promote and ensure messages are accurately communicated and aligned with U.S. Government public diplomacy efforts. Note: This experience MUST be well documented within your resume or application. To qualify for pay band 4A applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4B (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Note: This experience MUST be well documented within your resume or application Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS- 11 to be eligible for pay band MC-4B. You must have one year of Federal service equivalent to or GS- 12 to be eligible for pay band MC-4A.
