The incumbent has a dual role of responsibilities and functions as a Project/Resident Engineer on delegated construction projects. Under the general direction of the Project Section Chief, the incumbent serves as a General Engineer responsible for the engineering analysis, development, design of, and the preparation of complete plans and specifications for new work and improvements.

Duties

Identifies a wide range of complex problems using professional knowledge of various engineering disciplines including civil, electrical, mechanical, architectural, electronic and biomedical. Monitors engineering and architectural aspects of large-scale construction projects to ensure compliance with contract plans. Administers A/E contracts for compliance. Interprets construction drawings, specifications, and building codes. Designs and plans for the implementation of construction activity at the medical facility in a way to minimize the disruption of patient care. Provides engineering technical oversight on team based projects. Displays knowledge of computer systems such as Computer Assisted Design Drawing (CADD) system, Word, Excel, Power Point, Outlook, and Access. Performs engineering duties with considerable latitude from technical control in selecting and modifying methods, guidelines and techniques for the resolution of complex problems and situations. Performs engineering duties using guidelines such as Joint Commission standards, NFPA codes, Resident Engineer's Handbook, OSHA, EPA and State DEQ rules and regulations. Understands engineering's impact on special emphasis programs such as energy reduction and green environmental management. Serves as the engineering technical advisor on large, complex utility installation projects. Manages very complex construction, demolition and renovation projects in a health care setting. Understands Joint Commission risk assessment requirements for construction projects. Ensures that all interim life safety measures are implemented and maintained. Ensures construction projects are completed in a timely and cost effective manner to provide adequate patient care. Physical agility and manual dexterity are essential In that 1he incumbent must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, reach, and work in close quarters during project Inspections and gathering of project design Information. Inspections of hazardous environments require the use of respirators and protective clothing. Incumbent spends a significant portion of each day conducting field inspections; may often be required to personally oversee delicate or dangerous work In the field for long hours each day, such as overhead crane work, confined space entry, excavation and 1renchlng, and high voltage field connections.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. All Professional Engineering Positions, 0800 Individual Occupational Requirements Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) Experience and education requirements for GS-7 and above In addition to meeting the basic entry qualification requirements, applicants must have specialized experience indicated below. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: The incumbent is a key member of the Engineering Service having authority to accomplish projects with a great deal of latitude, drawing from professional training and experience. Assignments include all engineering design phases of complex construction, extension, alteration, demolition, maintenance and repair projects for the Medical Center. The incumbent is independently responsible and held accountable for determining the action necessary in the development and completion of design projects, coordination of a project staff which may include architects, engineers, engineering technicians, draftsmen, and clerk/typist and the review of the final contract documents. The incumbent will survey the existing job conditions and confer with requesting medical center personnel to determine exact scope of project, phasing, impact on other medical services and other specific design requirements. The incumbent must understand how the project will impact the medical center and any life safety mitigation actions required based on the results of a risk assessment that could have a severe impact on patient care. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Some engineering programs are acceptable as meeting the basic requirements even though such programs are not specifically accredited by ABET. As a general rule, any professional engineering program in an engineering school that has one or more of its programs accredited by ABET's Engineering Accreditation Commission may be accepted. It should be noted, however, that some universities have programs identified as engineering programs outside the engineering school, e.g., in the school of architecture or forestry. Such programs need to be reviewed to see if they comply with the requirements of paragraph A.(2) of the basic requirements.
