The Supervisory Research Health Scientist, Associate Chief of Staff for Research and Development (ACOS/R&D) performs research projects, manages the research program, and is a principal investigator. The employee works closely with research investigators by mentoring and assisting them with application development to support the program.
Duties
Major duties include but are not limited to:
Serve as leader and liaison for the research community, Fargo VAHCS leadership, VISN 23, VA Central Office, and university affiliates.
Perform research, administer, and manage the research program.
Manage complex, difficult research projects and associated research problems.
Conduct and maintain own research projects.
Apply knowledge of research design and methodology, data extraction, advanced statistical analysis, and manuscript preparation/submission.
Determine and change the direction of research based on data and results.
Analyze, evaluate, and provide expert advice and consultation regarding principles, methods, applications, and state-of-the-art technology in the position's program area of responsibility.
Develop new methods, approaches, or procedures in the conducting of research projects or clinical studies.
Perform complex analytical studies and interpret results to recommend improvements.
Establish goals and program expansion for the research program.
Plan, design, and carry out programs, studies, audits, or other work assignments to meet the health care system goals.
Initiate corrective action in response to administrative inspections or audits.
Verify the validity of findings, identify the source of unexpected results, and if necessary, correct the experimental design.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements for Series 0601:
Bachelor's or graduate/higher level degree: Major study must have been in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. ** transcripts MUST be submitted**
In addition to meeting the basic requirement above, you must also qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing various supervisory duties; serving as a project leader for complex, difficult research projects; designing/implementing scientific studies, surveys, investigations for areas such as disease, methods of prevention, control, and treatment; developing new methods, approaches, or procedures for conducting research projects or clinical studies; interpreting results from complex analytical studies to coordinate the evaluation of projects/improvements; communicating effectively to make presentations and/or explain recommendations; and mentoring/assisting research investigators with application development in support of the program.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is both sedentary and, at times, physically challenging. Typically, the research scientist may sit comfortably to perform portions of the work. However, intermittent periods of walking, standing, bending, reaching, stooping, bending, kneeling, crouching, and carrying light items such as research records, files, books, manuals, etc. As a small research facility, it is not uncommon to have situations where the incumbent is asked to assist with a more physically demanding task. The knowledge of proper lifting techniques is required if the incumbent is physically able to assist in such situations.
