About the Position:
As the District Anti-Terrorism/Force Protection (AT/FP) and Physical Security Specialist, oversees all aspects of AT/FP and physical security. Responsibilities include planning, implementing, and managing the District's AT/FP and physical security programs. Additionally, provides guidance and support to command elements and field sites, ensuring the effectiveness of these programs.
Duties
Serves as the District Anti-Terrorism/Force Protection (AT/FP) Planning Support and Physical Security Specialist on all aspects of AT/FP and physical security.
Plans the development, implementation, and operation of the District AT/FP and physical security programs.
Provides direction, guidance, advice, and assistance to all command elements and field sites on the AT/FP and physical security programs.
Maintains a thorough knowledge of the District AT/FP mission and functional assignments to assure effective integration of individual tasks, responsibilities, and assignments into overall plans and procedures.
Supports the Chief and Security in developing directives, plans, and scenarios as a DA certified AT/FP advisor (must be able to complete AT/FP level II training) as they relate to AT/FP emergency operations and exercises.
Supports the Chief, Security and coordinates the participation of headquarters and field sites in DA, USACE, and MVD directed or sponsored AT/FP exercises.
Researches terrorist information, schedules, and conducts mandatory training briefings for all District personnel.
Schedules and conducts internal inspection. Investigates report of security violations, including unauthorized disclosure of defense information.
Prepares reports of incidence and initiates, as appropriate, corrective action. Maintains liaison with local, State and Federal law enforcement agencies for advice and assistance.
Coordinates with the appropriate offices to establish protective/physical security measures for automation and communication hardware.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For GS-09:
Specialized Experience: One year of specialized experience which includes 1) performing physical security inspections; 2) processing personnel background investigations; 3) conducting security training and/or briefings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Homeland Security or Counter Terrorism.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For GS-11:
Specialized Experience: One year of specialized experience which includes 1) coordinating the requirements of an Anti-Terrorism/Force Protection program; 2) interpreting, implementing, or modifying security policies or procedures; 3) analyzing security policies or procedures to assess vulnerabilities; 4) developing/delivering security training or program recommendations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Homeland Security or Counter Terrorism.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

For GS-11: 52 weeks at GS-09.
