THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS), Position Description Number T5869000 and is part of the PA United States Property and Fiscal Office, National Guard.
Duties
As a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS), GS-1109-13, you will provide authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable. Interpret, develop, and apply appropriate regulations, policies and procedures relating to a variety of grant mechanisms. Advise others including Federal staff, and non-Federal recipients to accomplish the program goals. Perform qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of the DoD Component GT&C, and Military Construction Cooperative Agreements, support agreements, and cooperative agreements related to their technical programs(examples include ARNG and ANG Facilities Operations and Maintenance Programs, Security Guard Program, Military Academies, Challenge and StarBase Youth Programs; Full-Time Dining Facility Operations, Aviation Training and Base Operations, Electronic Security Systems Operations and Maintenance, Sustainable Range Program and Telecommunications, Distance Learning, and the ARNG Professional Education Center (PEC) Operations; and ANG Combat Readiness Training Center(CRTC) Base Operating Support, Air Traffic Control Activities, Fire Protection, Natural and Cultural Resources Management, Family Readiness and Support Program; and Homeland Defense initiatives for the ARNG and ANG). Perform other duties as assigned.

Qualifications
APPOINTMENT STATUS: EXCEPTED
This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard.

Supervisor for this position is Colonel Mark Jackson.
*NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance.
GENERAL EXPERIENCE: Experience with reviewing and evaluating adequacy of Cooperative Agreements policies and procedures; overseeing review, analyze, and evaluate GT&C applications, plans, and estimates; negotiating terms and conditions of GT&C awards to include costs, schedules, and oversight responsibilities; initiating and/or recommending that an audit be performed; conducting resolution of audit findings or monitoring audit resolution.
SPECIALIZED EXPERIENCE: Application must indicate 36 months of experience with planning, organizing, and directing the completion of comprehensive analytical and unrelated fiscal, administrative, and problem-solving processes with uncertainties and unique situations. Experience in devising new methods and techniques and establishing policy. Experience with resolving difficult problems and issues requiring exceptions rather than standard operating procedures and analyzes specific issues.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
