About the Position: Serves as a senior Construction Control Representative at a major construction project, or as an inspection coordinator for several smaller projects within an assigned geographical area within the Area Office boundaries, or as the employee responsible for the overall planning and coordination of dredging and other construction and maintenance work, on navigable channels.

Duties

Participates with the quality assurance inspector or project engineer in coordinating, monitoring, and controlling all construction inspection activities pertaining to contractor operations at the worksite. District civil works construction includes a variety of navigation and flood control projects and relocations of bridges, railroads, roadways. Working in coordination with the project engineer, performs a variety of office and field activities in support of dredging construction control activities on the floating plant and at project sites. Using specialized experience in dredging and marine civil works projects, plans and coordinates, the activities of subordinate personnel engaged in the surveillance and inspection of dredging construction work at the floating plant and project site. Develops inspection plans, establishes timeframes and priorities for accomplishing the work and revised schedules as needed to provide for absences, emergencies, special assignments, and other unplanned occurrences.

  • This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
  • One-year probationary period may be required.

Specialized Experience for the GS-10: One year of specialized experience which includes supporting construction practices and procedures involved in the inspection of materials and workmanship on the more complex features of construction projects associated with civil works type construction such as levees, revetments, flood walls, pumping stations, dredging, channel improvements, navigation locks, control structures, dams, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience for the GS-11: One year of specialized experience which includes: 1) Monitoring contractors quality control and inspection program; AND 2) Surveillance and inspection of the work site for quality and safety; AND 3) Coordinating with agency and contractor personnel on site projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). You will be evaluated on the basis of your level of competency in the following areas: Building ConstructionContract ManagementQuality ManagementWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-10 you must have 52 weeks at the GS-09 level. For the GS-11 you must have 52 weeks at the GS-10 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
