The incumbent is responsible for accomplishing a variety of support services including but not limited to procurement of administrative supplies and equipment, budget planning, work planning, initiating personnel actions and database support.
Duties
Prepares budget requests and monitors expenditures for administrative operations, front desk operations and facility maintenance.
Initiates and oversees a variety of personnel processing activities, e.g., initiating electronic requests for personnel actions and input of annual performance ratings.
Keeps employees informed of human resources policy and regulatory changes, such as those related to leave, injury compensation, retirement, promotion, etc.
Responsible for purchasing or contracting for supplies, equipment, and services through open market purchase by blanket arrangement, check, field purchase order using a government purchase card, or other appropriate acquisition systems.
Plans and performs general property management support services, such as maintenance and disposal of equipment.
Advises staff on availability of funds and the impact that pending procurement actions will have on the operating budget.
Provides technical guidance and leadership to other employees in the administrative support services group.
Performs as a supervisor.
Requirements
- Must be a U.S. Citizen or National.

Qualifications

General Experience Requirement:
For the GS-05:
Applicants must have three years of progressively responsible general experience, 1 year of which was equivalent to at least the GS-4 grade level. General experience is experience that involved dealing with others in person-to-person work situations, in obtaining and providing a variety of services for an organization, or other work that demonstrated the ability to perform successfully the work of the position to be filled.
OR
Successfully completed a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.
OR
Have a combination of successfully completed post-high school education (in excess of the first 60 semester hours) and general experience. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
Specialized Experience Requirement:
For the GS-06:
Applicants must have one (1) year of specialized experience equivalent to the GS-05 level in the Federal service. Specialized experience includes meeting three or more of the following: Assembled monthly expenditures for operating budget reporting; Reviewed correspondence for format and grammatical accuracy; Purchased, received, and distributed supplies and special order items; Reconciled purchases in a database and monitored when additional supplies needed to be ordered.
OR
Have successfully completed one full year (18 semester/27 quarter hours) of graduate level education directly related to the work of the position (i.e. Public Administration, Business Administration, or other administrative or management fields related to the position being filled) and the education was obtained at an accredited college or university.
OR
Have a combination of graduate level education (i.e. Public Administration, Business Administration, or other administrative or management fields related to the position being filled) and specialized experience.
For the GS-07:
Applicants must have one (1) year of specialized experience equivalent to the GS-06 level in the Federal service. Specialized experience includes meeting two or more of the following: Collected and analyzed budgetary information and statistical data for use in the formulation and execution of budget requests and reports; Purchased supplies, equipment, and services; Created travel orders and vouchers; Composed, typed, and proofread correspondence and narrative and tabular material (i.e., databases and spreadsheets).
OR
Have successfully completed one full year (18 semester/27 quarter hours) of graduate level education directly related to the work of the position (i.e. Public Administration, Business Administration, or other administrative or management fields related to the position being filled) and the education was obtained at an accredited college or university.
OR
Have a combination of graduate level education that is directly related to the position (i.e. Public Administration, Business Administration, or other administrative or management fields related to the position being filled) and specialized experience.
For the GS-08:
Applicants must have one (1) year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience includes meeting two or more of the following: Interacted with the public and resolved customer service issues; Oversaw front desk operations including oversight and collection of monies from sale of goods, permits, passes, or services; Performed accounting, balancing, reconciling, and accurate record keeping of company funds; Prepared budget requests and monitored expenditures for administrative operations, front desk operations, and/or facility maintenance in an automated system; Used office automation and technology (i.e., various software/database applications) for human resource functions, reporting purposes, or preparation of correspondence; Updated and maintained a database for real property management.
OR
Have successfully completed two full years (36 semester/54 quarter hours) of graduate level education or a master's degree related to the work of the position (i.e. Public Administration, Business Administration, or other administrative or management fields related to the position being filled) and the education was obtained at an accredited college or university.
OR
Have a combination of graduate level education beyond 18 semester hours/27 quarter hours that is directly related to the position (i.e. Public Administration, Business Administration, or other administrative or management fields related to the position being filled) and specialized experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
