About the Position: Serve as a Contracting Officer Representative (COR) manager for Army Contracting Command - Red River Army Depot. #ACC-DTA. Duties

Advising CORs, managers and production operations staff on issues related to contractor performance monitoring. Interpreting and implementing policy and procedures related to COR management and quality assurance in contracts. Performing audits of contractor’s processes to ensure customer and contractual requirements are met. Managing the training and certification program, providing training to CORs and customers on quality and contract matters related to contractor performance and COR topics. Providing information on general concepts of government contracting, recommendations on alternative contracting methods, and obtaining answers to specific contracting questions.

  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (N- Engineering and Technical Management) Foundational Certification within 36 months as of entrance on duty.
  • Business travel required 10% of the time.

Specialized Experience: One year of specialized experience which includes 1) Performing contractor performance monitoring activities, such as preparing procurement packages to ensure compliance with technical requirements of the contract and 2) Maintaining records of contract performance etc.; And 3) Reviewing and assisting in developing requirement package elements (i.e. work statement, quality assurance plans etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education can be substituted for experience. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunicationsQuality AssuranceTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
