Duties

Responsible for completing lands and realty casework, making defensible recommendations on a wide variety of actions including rights-of-ways, comm sites, land acquisition and disposal, Rec and Public Purposes actions, and other realty functions. Prepares environmental documents on all types and complexities of realty casework. Provides expert advice and responds to inquiries regarding laws, regulations, agency policies involving the lands and realty program. Conduct on-site compliance examinations on rights-of-way, permits, R and PPs, and other use authorizations. Coordinate complex lands actions with surface reclamation specialist and law enforcement.

  • Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.

Qualifications

To qualify for the GS-07: You must possess 1 year of specialized experience equivalent to GS-05 that is equivalent in difficulty and complexity as indicated by the following examples: experience with real estate management functions through the utilization of a wide range of concepts, principles, and performing acquisition, disposal planning, condemnation reports, appraisals, title research for real estate functions. -OR- Education: Must have completed one full year of graduate level education (18 credits or equivalent), in a field that provided the knowledge, skills and abilities necessary to do the work or have superior academic achievement. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. -OR- Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. To qualify for the GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: evaluating, preparing and processing property transactions reviewing legal descriptions, preparing deeds and/or lease instruments; verifying the accuracy of leases; and preparing land use agreements. All experience at this level must be non-commercial, non-residential. -OR- Education: Must have a master's or equivalent graduate degree or have completed 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
