Duties
Serve as a Quality Assurance (QA) Specialist responsible for auditing and administering contractors performance.
Conducts contractor performance surveillance and coordinating, communicating, and monitoring the contract quality assurance program and surveillance systems.
For support of base operations, maintenance, supplies and services, transportation, and production contracts.
Develops and advises the Requiring Activity on adjustments required for quality assurance, COR plans, inspection requirements, instructions, methods, techniques, and procedures.
Serves as a technical authority and mentor/advisor to the requiring activity, installation directors, contracting officers, and Contracting Officer Representatives (CORs) on matters of contract quality assurance and surveillance.
Planning and executing contract administration services (CAS) with their team and assigned contracting offices.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 36 months of entrance on duty.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly
- Must file financial statement.

Experience for GS-12:
Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Providing training to Contracting Officer Representatives (CORs); 2) Reviewing written quality or inspection procedures; 3) Performing contract administration; 4) Evaluating Contractor performance and effectiveness through audits/inspections; and 5) Advising on the creation of risk assessments associated with Statement of Works (SOWs) and Quality Assurance Surveillance Plans (QASP).
