As a Transportation Operations Officer you will manage and direct total motor vehicle services and related support to numerous customer agencies throughout assigned area. Location of position: FAS Fleet Management Zone 2, Cocoa Beach Fleet Management Center, FL. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Provides expertise to assist customers and other agencies of Federal, State, or Local Governments in the development of their internal programs, policies, and procedures governing fleet management operations. Responsible for ensuring that Fleet policies and program initiatives are carried out in compliance with Federal and State and local laws. Represents the Regional Fleet Manager, and other high level GSA Officials on committees and policy development studies impacting fleet operations.  Represents GSA's interest and policies in extensive contacts with State and local officials as well as with private industry, to properly plan and insure fulfillment of agency requirements Participates in the administration of Alternative Fuel Vehicles (AFV's) Program, which includes staying abreast of current technology. Plans and Coordinates vehicle rotation programs to achieve maximum utilization, efficiency and economy. Responsible for analyzing monthly reports and takes actions as needed to assure all Fleet Management Center associates are knowledgeable of measures and working toward achievement of these goals. Responsible for the vehicle acquisition program for the vehicles assigned within the boundaries of the Fleet Management Center. Conducts routine analysis to identify and implement reductions and/or control costs in these accounts. Assures all procurements made at the Fleet Management Center are in compliance with acquisition policies. Responsible for monitoring and controlling overhead cost and the operating accounts used to support Fleet Management Center operations. Makes regular contact with top agency officials to discuss ways to insure that customer agencies missions and needs are met through ongoing analysis of vehicles and equipment utilization. Works closely with counterparts to ensure optimum utilization of all vehicles through vehicle exchange and transfer. Responsible for evaluating the performance of subordinates, provides counsel, advice, and instruction on administrative as well as operational procedures, recruits for vacant positions, interviews candidates for such positions, and recommends appointment, promotion or reassignment of employees. Develops and implements annual training plan for all Fleet Management Center employees for on-the-job, commercial and educational training to assure employee development and enhance performance of Fleet Management Center.

To qualify you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized Experience: This experience must have demonstrated knowledge in managing, supervising, leading or providing authoritative expert advice in the administration of a fleet operation. Such experience must include fleet operation or leasing support; customer service; contract administration; application of laws, federal regulations, and executive orders; and application of current industry standards and trends.
