The primary purpose of this position is to serve as the Facility Operations Specialist (FOS) responsible for planning and directing, facility maintenance, repair, improvement, renovation, demolition, and construction of all assigned facilities of the 21 Civil Engineer Squadron. This is a developmental position with known promotion potential to GS-11.
Duties
Responsible for various administrative and technical functions related to the maintenance, operation, renovation, and alterations to Cheyenne Mountain Complex (CMC) utility systems.
Applies analytical skills and general knowledge of mechanical, electrical and electronic facility systems and operations to provide technical expertise to help evaluate improvements to the facility and its systems to meet mission requirements.
Implements and evaluates programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, and hazardous materials.
Attends working groups and coordinates with various personnel to accomplish facility work.
Develops solutions to problems in repair and modification of operational and industrial technology (OIT) system(s) through Direct Digital Controls (DDC), pneumatic control systems and motor control systems utilizing knowledge, experience and training in the field of electronic, mechanical, dimensional, electrical, optical, modification, repair, preventive maintenance and installation.

- The work may require the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver’s license.
- Serves “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day and may work irregular, rotating shifts/tours of duty.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft, subject to some Temporary Duty (TDY) travel.
- Incumbent must complete and pass, without restrictions, an annual medical exam.
- Occasionally is exposed to communicable disease or infectious matter.
- Position requires CFC/HCFC Certification (universal) as required by 40 CFR Part 82, Subpart F., EPA. Within 12 months of initial employment.
- The work requires the employee to access facilities and infrastructure which may require climbing, crawling or extensive walking, and working in or around hard hat areas or other base areas.
- Be familiar with the fundamental concepts of control systems, including industry standards, system architecture, network communications methods, reliability considerations, operator interfaces and constant commissioning.

May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency. May required complete isolation within the mountain complex for an extended period of time that is classified in support of National Defense.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. Knowledge and skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Knowledge and ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management. Knowledge and ability to learn and apply analytical investigative techniques to accomplish work in the subject matter field.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and experience in the application of a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness (i.e., feasibility studies, engineering standards analysis, and facility processes analysis). Knowledge of all aspects of facility management, including, but not limited to, grounds keeping, space allocation, renovations, climate control, equipment procurement, maintenance, and inventory, and moves. Knowledge of a body of established rules, procedures and methods of restricted area entry control activities including preventing theft or damage to Federal property and equipment as well as counter-terrorist, bomb, fire and other treat operations. Knowledge and experience in project management, including the ability to develop long-range plans, including planning, programming, budgeting, design, construction, and oversight of projects for the repair and replacement of equipment and/or for the renovation and new construction of facility. Knowledge of civil engineering concepts, principles, and practices and familiarity with architecture and other engineering disciplines to coordinate required actions for facility maintenance and sustainment. Knowledge of standard contracting regulations, practices, procedures, as well as local, command, and agency processes for submittal, review, and approval of military construction projects and required coordination between the organization and civil engineering. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation and shelter operations as applicable to education and training facilities.

Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects.
Ability to communicate effectively both orally and in writing.
Ability to read and interpret paper- or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintain and update documents and records.
Knowledge of Microsoft Office software and similar systems to TRIRIGA, BUILDER, APIMS, SCADA and OIT's.
