Duties
As the Deputy Chief Financial Officer you will assist the Chief Financial Officer in establishing, planning, budgeting, and financial management policy and activities for the agency and providing advice to the Chair, the Commission, and senior agency officials on these matters; providing leadership in the formulation, budgeting, execution, analysis, and presentation of the agency’s budget; developing and maintaining an integrated agency accounting and financial management system; establishing policy and directing oversight of agency financial management personnel, activities, and operations; preparing and transmitting an annual report which includes the agency's audited financial statement to the Chair and the Director, Office of Management and Budget and Congress; monitoring the financial execution of NRC's budget in relation to actual expenditures, controlling the use evaluating and implementing internal controls for agency funds to ensure that they are expended in accordance with applicable laws and standards, and preparing, evaluating, analyzing and submitting timely cost and performance reports; and reviewing fees and other charges imposed by NRC for services provided and making recommendations for revising those charges as appropriate.

Qualifications
You must have substantial supervisory or leadership experience which demonstrates the ability to successfully carry out the roles and responsibilities described above, typically evidenced by experience in progressively more responsible supervisory or leadership positions. PTQ 1 - Demonstrated experience in and knowledge of the Federal budget, performance improvement, and financial management processes and analysis, including the roles of OMB and Congressional committees and the timing, format, and basis for significant financial decisions and oversight activities. Includes ability to implement, interpret and execute OMB circulars and guidance and liaise with key stakeholders.
PTQ 2 - Demonstrated ability to manage, lead, and provide authoritative advice and counsel for large, complex financial management activities including, budget formulations and execution, financial statement preparation, development and management of enterprise risk and internal control plans, driving innovation and business process improvement, advancing analytics and the use of financial data and accounting programs, including developing policies, and implementing major financial management systems, developing and evaluating fees, and building a strong, agile performance-oriented organization..
PTQ 3 - Demonstrated ability to build and maintain relationships with agency leadership and provide authoritative advice and counsel to senior officials on complex financial matters and support decision making, as well as budget, and accounting matters, and to develop and communicate effectively with Executive Officials, Congressional Staff, and stakeholder groups.
