The primary purpose of this position is to serve as the Administrative Officer, AFOSI Detachment 807, with comprehensive responsibility for personnel, comptroller, logistics, communication, computers, and information services functions.

Duties

Plans, organizes, and executes mission support activities for Detachment 807. Provides general administrative support and management services in non-technical areas of concern to the Special Agent in Charge. Develops goals and objectives that integrate organization and mission support objectives. Performs system administration, conducting systems, Local Area Network (LAN), and TEMPEST monitor for Classified IT networks duties. Provides management oversight and supervision of all communications processes, computers, and information system programs in direct support of all detachment personnel. Serves as the AFOSI Detachment's Financial Resource Advisor. Serves as a member of the host base financial working group and the Special Agent in Charge's spokesperson on the status and availability of unit funds. Represents Detachment 807 with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the 8 FIR staff, Communications Squadron, Mission Support Group, Comptroller, and Plans and Programs. Exercises program management responsibilities for reserve affairs for AFOSI Detachment 807. Ensures that oversight and task management is provided to all Individual Mobilization Augmentee (IMA) programs (agent and support personnel) in direct support of all the detachment missions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, principles, practices, laws, regulations and policies of mission support multi disciplines of the investigative services required to protect Air Force and DOD personnel and assets worldwide. A high degree of analytical skill in identifying the means for, and the problems involved in, obtaining the financial and human resources needed to complete the mission. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understanding of Air Force, DoD, AFOSI and federal financial, personnel, logistics, communications, computers, and information management processes. Ability to develop resource management policy and provide an authoritative source of advice and assistance for region and field commanders in the practice of sound resource management practices. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and DoD and Air Force automated data processing and networking standards, policies, and techniques to provide a substantial range of technical support and assistance to users of networks and personal computers in the unit. Knowledge of an extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transactions under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents, and reports. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Knowledge of the concepts and fundamental principles that describe and guide proper employment of investigative services required to protect Air Force and DoD assets worldwide. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Conditions of Employment Continued: Positions which perform information security as an inherent, primary purpose of their position: Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. AFOSI funds management is a particularly sensitive program since funds are closely monitored and used for authorized expenses in support of the AFOSI investigative mission. The legal requirements for managing Advance of Funds (confidential funds) are stringent and subject to severe legal sanction if not handled properly.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
