This position is in the Ambulatory Care for Assistant Chief located at the CBOC in Peoria, IL.
Duties
Duties include but not limited to:
Provides administrative support in areas of resource management, clinic operations and health systems management for the CBOCs.
Serves as Service Level Advocate for Veterans, their families and other contacts.
Assists with customer and employee satisfaction, operational efficiencies and stewardship.
Assesses the productivity and effectiveness of the CBOCs in Ambulatory Care.
Prioritizes the administrative activities of the Assistant Chief, reviewing and assigning tasks, maintaining follow-up and reviewing the final product.
Responsible for budget monitoring.
Conducts various analysis, performs data interpretation, and makes recommendations to assist in the resolution of a full range of management and patient care issues.
Serves as the liaison to HR and assists the Assistant Chief with personnel matters regarding grievances, employee relations and AFGE matters.
Approves timecards for Ambulatory Care.
Assists the Assistant Chief on annual performance pay worksheets ensuring performance is evaluated quarterly for end of year proficiencies.
Serves as an alternate control fund point clerk and/or IPPS certifier.
Gives advice, counsel, or instructions to employees on both work and administrative matters;
Identifies and arranges for developmental and training needs.
Assists with recommendations of the all employee survey and responsible for action plan and facilitates meetings with supervisors to ensure actions are carried out.
Develops performance standards.
Assists with action plans for performance measures.
Serves on numerous committees representing the VA llliana ACS.
Performs additional duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday 7:45am-4:15pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience with Microsoft Office, CPRS, Vista, data analysis and Excel Spreadsheets. Skill in leading and collaborating with staff on various program activities to promote efficient operations; customer service, conflict management skills, personnel management; ability to make recommendations to resolve substantive problems of effectiveness, efficiency and productivity.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or a bachelor's degree with superior academic achievement. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership. (TRANSCRIPTS REQUIRED).

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only education beyond a bachelors degree is creditable toward meeting the specialized experience requirement. (TRANSCRIPTS REQUIRED)
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience with advanced Microsoft Office, CPRS, Vista, data analysis and Excel Spreadsheets. Skill in leading and collaborating with staff on various program activities to promote efficient operations; workload monitoring, trend analysis, budget monitoring, human resource management; gathering information; analyzes or resolves problems in the workflow, efficacy of administrative support functions, and staff productivity and activities; identifying and analyzing issues of a professional & clinical in nature; develops recommendations to resolve substantive problems of effectiveness, efficiency and productivity.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, LL.B. or J.D or 2 full years of progressively higher-level graduate education leading to such a degree (TRANSCRIPTS REQUIRED).
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of 1 full year of graduate education is creditable toward meeting the specialized experience requirement. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work is primarily sedentary, but includes travel to other clinics, main facility, and training and VISN activities.
