This position is located in the New Mexico State Office, in the Division of Minerals.
This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority.
Duties
This position is for the Deputy State Director (Program Manager), Minerals. The incumbent is a principal advisor to the State and Associate State Director and is responsible for managing all phases and related activities for solid, saleable, locatable, and leasable mineral programs as well as Geographic Information Systems (GIS), and Information Technology (IT) Application Development for the Bureau of Land Management (BLM), New Mexico, Texas, Oklahoma, and Kansas organization.
Plan work to be accomplished by subordinates, set priorities, and prepare schedules for completion of work.
Plan, organize, and oversee efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
Develop detailed plans to improve efficient operations; implement plans and initiatives to achieve mission and policy objectives and assess program accomplishment and make course corrections when necessary.
Play a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines.
Identify areas with potential for Bureau/Department-wide application and coordinate with other Bureau offices, as appropriate, to foster common Bureau business and operational practices.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-14:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; (2) serving as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving program objectives; (3) formulating, interpreting, and communicating long-range goals, principles, policies, and objectives for delegated services and programs; (4) providing advice, counsel, or instruction to employees on work and administrative matters.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
