The American Battle Monuments Commission (ABMC) maintains facilities & personnel in 10 countries. The incumbent serves as a Visual Information Specialist, a member of the American Battle Monuments Commission (ABMC) Public Affairs Team.
The incumbent will act as the publications manager for ABMC, and will also assist with providing guidance for the visual branding of special events, historic anniversaries, public outreach, education programs, and trade shows.
Duties
The Visual Information Specialist's primary purpose is to design and produce visual products for print and electronic publications, exhibits, and briefings to maintain mutual communication with internal and external population. Duties include but are not limited to:
Manages the agency's publications program.
Develops, designs and creates information materials designed to reach national audiences, visits to ABMC cemeteries and memorials, ABMC's social media channels and more.
Collaborates with ABMC program managers worldwide to determine their visual information needs, develops, and provides publications and other specialized products to all geographic locations.
Establishes and develops effective relationships with public affairs personnel of specialized groups.
Advises management on the impact and effectiveness of communication plans.
Requirements

Qualifications
Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Individual Occupational Requirements (IOR):
Education: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.
Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

Specialized Experience: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 level; or its non-Federal equivalent that demonstrates: Applied skill across a variety of visual arts methods, techniques and materials as well as oversight of branding implementation; development, design and creation of innovative, original multi-media products, including pamphlets, posters, exhibits, infographics and other digital products; independent planning and execution, leadership guidance, and coordinated communication with internal and external stakeholders.
Experience (from IOR): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.
