You will serve as a Performance Assessment Representative in the Facilities ENG & ACQ Division of NAV FACILITIES ENGINEERING COMMAND SE.
Duties
You will visit work sites to provide oversight of work completion and safety for awarded work.
You will serve as a liaison between the Contracting Officer's Representative, the Contractor and the Contracting officer.
You will review contract specifications for compatibility with the administration of performance assessment methods and procedures.
You will attend and assist with pre-proposal site visits and pre-proposal conferences.
You will establish assessment schedules.
You will correspond by telephone, e-mail, and letter with contractors to keep lines of communication open.

- You will be required to obtain and maintain a current valid United States driver's license.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a current Procurement Integrity Certification, in accordance with Office of Federal Procurement Policy Act (41 USC 423) as amended.
- Work or training may require overnight travel away from the duty station. Travel by air is required.
- May be required to do some lifting, pulling or pushing of field equipment and tools, including ladders, odometers, and camera equipment (15-40 pounds).
- Work involves regular exposure to moderate discomforts and unpleasantness (high/low temperature, adverse weather, dusty/dirty conditions) while conducting on-site assessments.
- You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Manages programs and fosters an environment that administers all resources in a manner that instills public trust while accomplishing the mission; 2) Monitors progress and evaluates outcomes to improve organizational efficiency and effectiveness; 3) Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues before a wide range of audiences; 4) Conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling; 5) Holds self and others accountable for measurable high-quality, timely, and cost-effective results; 6) Identifies and analyze problems; seeks resolutions and makes timely recommendations; 7) Knowledge of preparation involve in creating production plans for specific projects and operation through the compilation of customer requirements, engineering designs, specification, and machining process data; 8) Administer contract by monitoring contracting officer representative's feedback, contractor performance, and enforcing contractor compliance with contract requirements; 9) Resolve contract performance problems by gathering facts, determining remedies, and initiate remedial actions in order to find and provide a solution.
