Duties

Medical Media Section of the Volunteer and Community Relations Service is responsible for numerous, highly specialized media functions. These functions include medical/clinical photography, public relations/employee photography, desktop publication, medical illustration/graphics, audio/visual production, multimedia program production, audiovisual equipment loan pool operation, satellite training system operations (including recording and broadcasting to various locations), closed circuit television operations for patient entertainment/employee training, setup/operation of audiovisual equipment for meetings and conferences, and consultation on audiovisual matters. Significant coordination between customers requesting media services and the Medical Media team is required in many instances, particularly with special programs and projects, incorporating a combination of media (video/illustration/photography, for example). Other major duties include:
Coordinates, plans, designs, and produces computer-designed print and electronic visual information material and photographically enhanced media for targeted audiences, that portray the VA in the most favorable manner and enhance the VA image.
Advises on, designs, and develops educational and marketing materials; and designs and displays visual materials such as photographs, illustrations, diagrams, graphs, objects, slides, and charts used in educational materials.
Designs, executes, and produces computer-generated graphic material, photographically enhanced media, and similar types of media support for use in publications, printed materials, web, digital/social media which requires knowledge and understanding of proper format, targeted audiences, timeline/budget restrictions.
Prepares draft layouts that convey an effective visual design of typography, graphics, and space to maximize visual impact and to emphasize visual elements for the requestor and the audience.
Creates word text, complex graphics, animation graphics, digital presentation materials, and assembled written conceptual material using industry standard software.
Researches reference sources and consults with subject matter experts to ensure accuracy of visual aids produced.
Provides technical assistance, consultation, and guidance to management and staff regarding the development, extension, and improvement of graphic services offered, departmental systems, and marketing strategies.
Prepares publications and posters that communicate information through visual means by print and/ or electronic media.
Manages daily workflow through departmental project request system.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 8am until 4:30pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped me with the knowledge, skills, and abilities necessary to perform the duties of a Visual Information Specialist GS-11. Specialized experience includes: providing consultation and assistance with customers to achieve goals; improving existing methods and techniques by utilizing available equipment and materials and devises; developing concepts for publications and presentation materials from rough diagrams; producing complete, accurate, complex, high level, visual information products using highly sophisticated and dedicated computer graphics systems and programs, utilizing a wide variety of arts and graphic arts multimedia and materials; using digital processing techniques using software programs; serving as a purchase card clerk; and planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Additional experience in the use of professional graphic design software programs to include but are not limited to the entire Adobe Creative Suite of software. EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. This education must have been obtained at an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. -OR-
COMBINATION: Have an equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, which meets the total experience requirements for this grade level. NOTE: Your experience must be documented in your resume and transcripts are required.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Work involves some standing and sitting for extended periods of time at a desk or computer terminal. The work requires manual dexterity, hand and eye coordination, and the ability to accurately perceive and sense color hues and chroma. The work environment may be stressful due to high workload and short deadlines. Work requests will be completed in an office environment or virtually as determined by the job posting. May require occasional travel.
