This position is located within the United States Department of Agriculture, Agricultural Research Service, Location Support Services, in Stoneville, MS. The incumbent provides leadership in the management of business functions in support of research programs at the location. The incumbent works closely with the location's management team to efficiently and effectively carry out all administrative operations.

Duties

Manages all phases of budget formulation, execution, and administration to include: monitoring and reallocating funds; monitoring salary lapse and recommending uses for these monies; preparing reports; directing or conducting studies. Recommends approval or disapproval of allotments and commitments; monitoring spending rates and trends; anticipating planned or future program needs and major obligations. Advises management officials regarding procurement and contracting laws, regulations, procedures, alternatives, and availability of funds Reviews requests for personnel actions and provides advice and recommendations to management officials on propriety, relative need, and special problems which may be encountered in processing such requests. Promotes sound safety and health management, implements agency policies and regulations, monitors accident and injury reporting, and assures compliance with regulations. Supervises Safety and Occupational Health Specialist and ensures all accidents, injuries, illnesses, and environmental releases are properly reported; appropriate forms are prepared. Provides management advisory services and formulates and implements administrative management policies, procedures, operations, goals, and objectives. Prepares administrative policy statements, standard operating procedures, and other guidance and keeps employees informed of human resources rules, policies, regulations, and procedures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: At the GS-11: Qualifying experience for GS- 11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with planning and coordinating the business management activities for an organization; preparing financial or budgetary reports; reviews requests for personnel actions; and assisting with implementing policies or procedures. OR Education: Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level education leading to such a degree, or an LL.M, if related. Related degrees may include: business administration, human resources management, accounting, information technology, or marketing and communication. OR A qualifying combination of education and specialized experience as described above. At the GS-12: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience planning and coordinating the business management activities for an organization; preparing financial or budgetary reports; reviews requests for personnel actions; assisting with implementing policies or procedures or assisting with planning or implementing facilities improvements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
