About the Position: Deputy Chief, Operations Division, manages Operation and Maintenance (O&M) activities for the district, a civil works engineering organization. The O&M program consists of navigation locks and dams, hydropower plants, recreational visitor centers, and flood damage reduction projects. Temporary, NTE 6 months, may be extended. Duties

Operates and maintains locks and dams and determines need for channel and harbor dredging to maintain navigation. Provide senior leader oversight, direction, and review of the Operations and Maintenance portion of the district budget request for navigation, flood risk management, hydropower recreation, and environmental stewardship projects. Directs the repair and maintenance of District navigation and flood risk management facilities. Through Senior subordinates, exercise staff supervision over three management areas covering parts of three states with major functions including navigation, hydropower, recreation, flood risk management, and natural resources management. Major activities include operations, maintenance and repair of facilities, preparation of plans, specifications, and cost estimates, oversight of contract work, and public relations functions. Oversees development of plans to protect facilities during emergencies, floods, or other disasters, and for mobilization to ensure the integration and continuation of essential district functions. Through the Chief, Regulatory Branch, oversees the Regulatory program with responsibility for administering and enforcing the U.S. Army Corps of Engineers Regulatory Program for the District. Ensures a safe work environment for subordinate employees in accordance with EM 385-1-1, assuring that safety practices and regulations are strictly followed, and any prescribed protective equipment or devices are used. Must have ability to make decisions, good judgment, organizational skills, and good oral and written communication skills.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret clearance.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5 CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. Specialized Experience: I have one year of specialized experience which includes: experience in operation and maintenance of civil works facilities and projects; technical knowledge of issues that affect operation and maintenance of Great Lakes navigation and flood control projects such as floodwalls, levees, piers, breakwaters, harbors, channels, confined disposal facilities (CDFs), locks and dams, hydropower, and recreation; topographic and hydrographic surveying; and civil works budget development. Possess knowledge of Regulatory and Emergency Management programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) Some federal jobs allow you to substitute your education for the required experience in order to qualify.
