This position is located on the Oklahoma State USDA/Rural Development (RD) Staff. The incumbent will serve as a Environmental Protection Specialist for the State of Oklahoma.
This position is not remote or virtual. The selectee will be expected to report in person to the assigned duty location.
Duties
Incumbent reviews studies, analytical reports, and other project related documentation prepared by applicants and their consultants submitted in accordance with RD.
Incumbent conducts audits of field offices to determine their compliance with RD environmental policies and procedures.
Advises staff, applicants, consultants and federal, state or local natural resource or regulatory agency staff verbally or in writing on appropriate RD procedures.
Administers, maintains and supports the collection of relevant environmental and historical property information associated with specific RD projects.
Assesses environmental training needs for staff, applicants and consultants.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
For GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: knowledge of the established principles, concepts, and methods of environmental protection program work. Skilled in data gathering and analysis techniques to collect and review technical information on environmental activities. Applying the knowledge of statutes, regulations, and precedent decisions governing environmental operations to plan, implement, or monitor environmental programs and services OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.
For GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Practical knowledge of one or more environmental sciences or related fields (e.g., biology, ecology, chemistry, hydrology, radiation physics, environmental law, real property functions, or statistics),sufficient to assess and correlate environmental data. Ability to perform major technical and support role in assuring adherence to the requirements of the National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act, Clean Water Act and other applicable statutes, regulations, and Executive Orders. Skilled in the review of technical information on environmental activities; solving problems pertaining to environmental protection. No substitution of education is acceptable at this grade level.

Education
