Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Operations Support (OS), Office of the Chief Medical Officer (OCMO), located in Washington, DC.

Duties

This position is located in the Office of the Chief Medical Officer (OCMO) within the Office of the Executive Assistant Commissioner (EAC) of the Operations Support Office (OS), United States Customs and Border Protection (CBP). In this position, you will provide medical direction and oversight of CBP's medical programs. You will provide highly sensitive expert advice and counsel to the CBP Chief Medical Officer (CMO) and CBP leadership on a variety of highly complex medical issues and key emerging medical policy issues, priorities, and program direction of critical importance to CBP. Major duties include: Supporting the Chief Medical Officer (CMO) in medical direction and oversight of CBP medical support to operations, including serving as acting CMO, when they are absent, and serving as Senior Medical Officer for CBP leadership providing expert medical direction, oversight, and advice regarding medical support issues and efforts. Providing medical direction and advice regarding CBP medical support from persons in custody to contract support personnel, providing medical direction and guidance regarding public health and infectious disease preparedness and response efforts, and providing medical direction and guidance regarding medical quality management efforts and medical information reporting. Playing a leading role in the development of CBP medical support policy and programs and representing CBP in relevant forums and with appropriate stakeholders to ensure appropriate coordination and collaboration of medical support to operations. Serving as the day-to-day management official for the supervision and performance management of medical team members which includes developing performance standards for subordinates, evaluating work performance of subordinates throughout the performance rating cycle, planning, prioritizing and assigning work to subordinates, giving advice, counsel or instruction to employees on both work and administrative matters, hearing and resolving complaints from employees. Identifying developmental and training needs of employees, providing or arranging for development, training, and cooperation in carrying out affirmative action, and efforts to plans regarding staffing, motivation, and training to develop employees. Salary: This position is being offered with an annual base salary range of $145,000.00 to $320,000.00 which includes Title 38 Market pay.

Qualifications

To be considered for the position, you must meet the following qualification requirements: 1.) Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. **Conferred Transcripts (unofficial transcripts will be accepted at the time of application; official transcripts will be requested upon selection) must be provided at time of application. AND 2.) Licensure: Must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A copy of current, active, full, and unrestricted license or registration as a Physician must be provided at the time of application. AND 3.) Graduate Training Requirements: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. AND 4.) Experience Requirements: You qualify for the GP-15 grade level if you have 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training. Examples of qualifying experience include: Engaging in policy development, planning, program management, and oversight of organizational-level operational medical support efforts. Participating in disaster and public health emergency and pandemic planning, preparedness, and response efforts. Engaging in operational medical support in a law enforcement, military or humanitarian environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 01/22/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
