Duties
You will perform technical reviews of Technical Data Packages, consisting of Engineering Data, Logistics Support Information, engineering drawings, Technical Manuals, Original Equipment Manufacturer (OEM) supply data and ship configurations.
You will provide recommendations of technical data accuracy and completeness against technical requirements, ship documentation and OEM data including additions, deletions or modifications of technical or quality assurance requirements.
You will review data to support ship systems, assemblies and system requirements and consult with the project manager and senior engineer to ensure all capacities, technical requirements and qualities requirements are properly met and supported.
You will regularly collaborate, consult and work through technical matters with other Government agencies, shipbuilders and private industry manufacturers to identify technical data and develop technical workflow processes.
You will be responsible for engineering working group coordination tasks related to all types of shipboard HM and E equipment while considering technical, mission, safety, economic and political implications of decisions made.
You will perform mechanical, electrical and technical reviews of technical data packages used by NAVSUP-WSS or DLA Centers for re-procurement of HM and E equipment, assemblies and repair parts to determine technical adequacy and completeness.
You will be a SME on issues of logistics management, re-procurement of spares and their associated quality assurance, performance, reliability and inspection requirements.

FOR GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer evaluating plans for a wide variety of shipboard equipment related to mechanical and electrical engineering to identify engineering design, logistical, or maintenance support issues.
FOR GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer reviewing plans for a wide variety of shipboard equipment related to mechanical and electrical engineering to identify engineering design, logistical, or maintenance support issues.
FOR GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer, applying engineering principles to design, operate, or maintain Naval shipboard weapon systems.
FOR GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying basic professional engineering concepts to assist in the design and layout of mechanical equipment and systems.

Education may be substituted for specialized experience as follows:
GS-07: Successful completion of one full year of graduate education ~OR~ Successful completion of a bachelor's degree with superior academic achievement ~OR~ A combination of education and experience as described above that equates to one year of experience.
GS-09: Successful completion of a master's degree or equivalent graduate degree in a field of study directly related to the position being filled ~OR~ Successful completion of 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in a field of study directly related to the position being filled ~OR~ a combination of education and experience as described above that equates to one year of specialized experience.
GS-11: Successful completion of a Ph.D. or equivalent doctoral degree in a field of study directly related to the position being filled ~OR~ Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study directly related to the position being filled ~OR~ A combination of experience and education as described above that equates to one year of specialized experience.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
