You will serve as a PUBLIC AFFAIRS SPECIALIST in the OFFICE OF STRATEGIC COMMUNICATIONS of NCIS.

Duties
You will plan, design, develop and execute campaigns to convey information concerning the agency's programs to individuals and organizations served affected by those programs.
You will use a variety of methods and techniques to achieve communication goals such as news releases, social media, website, personal appearances, exhibits, brochures, pamphlets, photography, etc.
You will maintain working relationships with representatives of the print, broadcast, online media, members of professional, business, civic, other public interest organizations and public affairs officials of state/local governments and Congress.
You will conduct liaison with other Public Affairs Specialists to review raw information and discuss preliminary projects designed and layout.
You will draft/edit Facebook and Twitter posts, talking points, speeches, radio podcasts scripts, Web articles, opinion-editorials and other types of multi-media presentations, including PowerPoint, consistent with bureau messages and priorities.
You will analyze and evaluate program needs to advise the supervisor and other management officials of the information that should be made available to the public or approaches to take in order to attain program goals.
You will coordinate with community leaders and organizations for planning events and executing appropriate intern and external coverage for ceremonial and community activities, many of which are at the national level.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience coordinating communications planning (e.g., speech writing, social media, press releases, editing, photography, media relations);
Experience planning, designing, developing/disseminating public affairs information/materials to inform and educate the public about agency programs, products, services;
Experience coordinating high profile conferences and events both internal and external to the organization; and
Experience developing and initiating varied approaches and strategies in communicating objectives.
FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting with coordinating communications planning (e.g., speech writing, social media, press releases, editing, photography, media relations);
Experience providing creative input on the development of information and materials that inform and educate the public about agency programs, products, services; and
Experience providing technical assistance and consultation to program offices and management on news media matters.
