The Medical Supply Technician (Sterile Processing) provides sterilization, high level disinfection (HDL), preparation, supply items and reusable medical equipment decontamination and distribution support for the medical center.

Duties

The incumbent must complete the SPS Level I training program within 90 days of hire and maintain a minimum of twelve continuing education hour annually. In this position, the incumbent will provide sterilization, high level disinfection (HDL), preparation, supply items and reusable medical equipment decontamination and distribution support for the medical center. The term "supply item" as used in this functional statement refers to disposable and reusable items for patient care including instrumentation (scissors, forceps, retractors, rigid/ flexible scopes, Tee probes etc.), reusable medical equipment (suction machines, infusion pumps, etc.), surgical trays, sets and various other items that could be processed or assembled through the Preparation and Decontamination areas of Sterile Processing Service. Removes soil, blood, tissue fragments, body fluids and other contaminants by wiping, soaking, rinsing and scrubbing. Inspects packages for indications of proper sterilization, assembles basic sets and trays used throughout the medical center including those used in the operating room. Performs segments of work pertaining to the decontamination, sterilization and inspection of reusable medical equipment (RME). Completes segments of work pertaining to the assembly and quality checks of basic sets and trays for use in the medical center. Incumbent will perform second checks of MST instrument set validation as needed or in the absence of a lead MST or Supervisor, for that tour of duty or day, per VA Directive. Incumbent ensures proper transportation and delivery methods of all RME transported through the facility. Operates and performs routine cleaning of equipment involved in sterilization processes. Incumbent is responsible for reprocessing verification, all record and documentation of reprocessing, signing all verifications as well as all other required documentation i.e. HDL logs, Temperature & Humidity, cleaning logs, Eye wash logs. The incumbent will obtain knowledge of documentation and logging of information and use of an instrument tracking system, prepares operating room case carts as well as the receipt, inspection, tracking and processing of loaned vendor instrumentation and equipment processed in sterile processing. Incumbent is required to restock consumable supplies needed for daily operations, maintain supplies, instrument par levels, and the cleanliness and orderliness of all areas assigned to work. Performs minor preventive and operator maintenance on reusable medical equipment. Performs all quality assurance checks of equipment used i.e., validation of cycles, efficacy of solutions, replacement of solutions. The incumbent is required to follow all Standard Operating Procedures (SOP) instructions without any deviation. The employee acts as a preceptor to new staff members to include Contracting Staff, and Medical Enlisted Training College (METC) Joint services clinical Surgical/SPS training programs and assists in orientation and training under the guidance of Supervisors, Quality Assurance Staff and MST Instructors. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and/or Education: Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with VA Handbook 5005, in accordance with chapter 3, section A, paragraph 3j May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All MSTs that are employed in VHA in this occupation on the effective date of the qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. Grade Determinations: Creditable Experience: (1) Knowledge of Current MST Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with MST responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MST. (2) Quality of Experience. Qualifying experience must be at a level comparable to MST experience at the next lower grade level of the position being filled. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. (3) Part-Time Experience. Part-time experience as a MST is creditable according to its relationship to the full-time workweek. For example, a MST employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service. GS-03 (Entry Level): Experience and Education. None beyond the basic requirements. Assignments. This is an entry level MST position. MSTs receive guidance from more experienced staff members and require frequent and direct supervision. GS-04 (Developmental Level) Experience. Six months experience as a MST, operating room or surgical technician or other position that demonstrated knowledge of sterile processing in a clinical setting; or Education. Two years of education above high school that included at least 12 semester hours in courses related to the occupation. NOTE: Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or nursing assistants obtained in a training program given by the Armed Forces, the U.S. Maritime Service, or hospitals under close medical and professional supervision, may be substituted on a month-for-month basis for up to 6 months of experience. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the KSAs below: Knowledge of universal precautions for safety and prevention of cross contamination. Basic knowledge of medical terminology in order to assemble specialty operating room/clinic instrument sets. Basic knowledge of sterilization and cleaning equipment. Ability to communicate both orally and in writing. Assignment. This is a developmental level MST position. Performs segments of work pertaining to the decontamination, sterilization and inspection of reusable medical equipment (RME). Completes segments of work pertaining to the assembly of basic sets and trays for use in the medical center. Operates equipment involved in sterilization processes. Prepares operating room case carts. MSTs receive guidance from more experienced staff members and require frequent and direct supervision. GS-05 (Developmental Level) Experience. One year of experience equivalent to the next lower grade level; or Education. Four academic years above high school leading to a Bachelor's degree with at least 12 semester hours in courses related to the occupation or a Bachelor's degree. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs: Basic knowledge of surgical instruments used in operating rooms and clinic settings. Basic knowledge of event-related packaging in regards to sterility. Knowledge of sterilization and cleaning equipment. Assignment: This is a developmental level MST position. Removes soil, blood, tissue fragments, body fluids, and other containments by wiping, soaking, rinsing, and scrubbing. Inspects packages for indications of proper sterilization, assembles basic sets and trays used throughout the medical center including those used in the operating room. Prepares, loads, and operates sterilizers such as steam, Sterrad, Steris, ETO, and a high level disinfecting scope reprocessor; prepares operating room case carts daily using surgery schedule. MSTs receive guidance from more experienced staff members for more complex tasks and require direct supervision on new assignments. GS-06 (Full Performance Level) Experience. One year of experience equivalent to the next lower grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: Knowledge of surgical instruments used in operating rooms and clinic settings. Knowledge of universal precautions for safety and prevention of cross contamination. Working knowledge of medical terminology, anatomy and physiology, microbiology, medical conditions and procedures. Knowledge of sterility principles in regards to instrumentation. Ability to read and interpret written instructions and procedures Assignment. This is the full performance level for the occupation. Receives contaminated critical and semi-critical RME in the decontamination area and may receive noncritical equipment in the decontamination area as well. Disassembles the RME and determines the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers and chemical cleaning/decontamination agents, as determined by manufacturer instructions. Inspects, assembles and determines the correct method and packaging for sterilization such as but not limited to steam, Sterrad, Steris, ETO, and high level disinfecting scope reprocessors. Performs and documents daily operational checks and records for all sterilization equipment. Preferred Experience: Knowledge of universal precautions for safety and prevention of cross contamination. Must be able to demonstrate knowledge of cleaning, disinfection, sterilization, and preparation of Reusable Medical Equipment. Knowledge of surgical instrumentation used in operating rooms and clinical settings. Knowledge of sterilization and cleaning equipment.
