This position is assigned to the Central Warehouse Operation; Fleet and Family Support department; Commander Navy Region Hawaii (CNRH); Commander, Navy Installations Command (CNIC); Joint Base Pearl Harbor Hickam (JBPHH), B-393. The purpose of this position is to assist the Logistics Director in providing timely receipt, issuance and safeguarding of assets, supplies and equipment. This position is open to current federal employees of this agency

Duties

Major Duties and Responsibilities include but are not limited to: Serves as a leader to three or more Material Handlers and/or assigned Active Duty Military members Assists staff with the regular warehouse duties when necessary in order to meet operational requirements Relays instructions received from the Logisitics Director and ensures work is carried out in compliance with warehouse and materials handling standard procedures Handles or oversees a large warehouse operation monitoring space utilization and determining high and low usage items Assists Logistics Director in developing plans for receipt, storage, arrangement and issuance of stock in accordance with applicable regulations Coordinates incoming and outgoing shipments Schedules personnel to facilitate movement and storage of materials in accordance with priorities, scheduling requirements and space allocations Coordinates Defense Reutilization Marketing Office (DRMO) appointments Schedules personnel to fulfill the DRMO appointments as necessary Operates vehicles such as large stake trucks, fork lifts, cargo vans, etc., needed to pick up, store and deliver materials. Vehicles may be operated on public, private and federals roadways Ensures equipment is properly maintained, stored and accounted for Inspects assigned areas on a continual basis; consistently monitors these areas for problems and unusual activity Notes any deficiencies and promptly reports them to Logistics Director for corrective action Investigates and prepares reports for staff mishaps and accidents Forwards completed reports to Logistics Director in timely manner Demonstrated proper work methods, inspects work in progress, ensures all assignments and deadlines are met Reports the status of work in progress and any delays in carrying out assignments to Logistics Director Assists in full implementation and training of all safety, fire prevention, Material Safety Data Sheet (MSDS) and environmental/industrial hygiene requirements Ensures all staff is furnished with appropriate personal protective equipment (PPE) and are instructed on proper use Provides input on performance, recommends awards and/or corrective/disciplinary actions Ensures all leave requests are submitted to the Logistics Director in a timely manner Interviews and recommends applicants for selection or promotion Controls over position: Works under the direct supervision of the Logistics Director who assigns work, approves leave, and evaluates performance of the incumbent. Work is evaluated in terms of quality, efficiency and adhereance to established standards and procedures. Work is performed independently and is generally repetitive in nature. Guidance and assistance is available for unusual problems and unprecedented situations.

Requirements

Qualifications

Skills and Knowledge: Knowledge of the overall warehouse plan, documentation requirements and accepted warehouse methods, procedures and techniques Ability to instruct and perform the work with normal supervision Ability to communicate effectively, both orally and in writing Ability to lay out storage space and establish item and material locations in accordance with applicable rules and regulations Ability to prepare and conduct inventory, production reports, screen and identify shipping and receiving documents for discrepancies and direct shipments to customers and other related destinations Skill in stacking, palletizing, arranging and rotating items according to operating procedures and to meet special handling requirements Ability to recognize damage to material and equipment Knowledge of automated record system that maintains stock inventory and location information in order to determine whether or not items are available Ability to screen applicable documents and find missing data and materials Ability to operate large vehicles up to 25,200 pounds and fork lift Skill in manipulating the controls for starting, stopping, braking and driving vehicles in all types of traffic and road conditions Skills in loading and arranging cargo properly onto the vehicle, using appropriate tie-down such as chains, binders, nets, or straps for safe transit on public and/or federal roadways Ability to work independently and lead a staff of warehouse material handlers Physical Effort and Working Conditions: The leader is requires to do considerable standing on hard surfaces, bending, stooping and working in tiring and sometimes uncomfortable positions. Some exposure to outdoors is required. May lift and carry items weighing up to 50 pounds. Heavier items are moved with weight handling equipment or with assistance from others. The incumbent is exposed to dirt, dust and noisy conditions. PPE is provided, used and if issued, worn appropriately. Work is done inside or outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Materials handlers are regularly exposed to the possibility of cuts, scrapers, bruises, abrasions, falls, and injury from falling on stock or mechanized work areas. Work may require wearing protective clothing such as hardhats, steel toed shoes, rubber gloves, masks and rubber aprons. Other Requirements of the position: Must have or be able to obtain and maintain a valid state driver's license Satisfactory completion of a physical examination is required for this position Must have or be able to obtain and maintain a Commercial Driver's License (CDL) within 3 months of employment, for the operation of larger vehicles Must have or be able to obtain and maintain a forklift license/certificate within 3 months of employment, for the operation of a fork lift This position is subject to a satisfactory background check
